Description
The Health Readiness Contracting Office (Provisional) intends to solicit a single source under the authority of FAR Subpart 13.106-1(b)(1)(i) to the National Training Laboratory (NTL) Institute 8380 Colesville Road, Suite 560, Silver Spring, MD 20910-6262 for the procurement of commercial off-the-shelf (COTS) organizational development training courses and certification program. The following circumstance in FAR 13.106-1(b) applies: only one source is reasonably capable of providing the highly specialized and unique services at the level of quality required. The NTL is uniquely qualified to provide experiential immersion learning and organizational development course work to the U.S. Army Medical Command (MEDCOM) Team and Organizational Development Directorate (TODD). The NTL utilizes the experiential immersion learning platform to focus on the human dimension (people) rather than the theory and practice (process). In addition to NTL's unique, visionary experiential learning platform, the NTL uses the Action Research Model. The Action Research Model is a highly-specialized, unique problem centered, client centered, and action oriented methodology specific to organizational development. The contractor shall provide COTS, 24-month course of study that includes the following subjects: 1. Self-awareness and understanding of interpersonal and group dynamics are critical competencies for Organizational Development (OD) practitioners. 2. A comprehensive introduction to the field of organizational development including: its history and the evolution of the field; the theoretical principles that shape the practices of OD; the values that are critical to the field; and how the field differentiates itself from other consultancy practices. 3. Theory and practice in development of leadership knowledge, skills, and abilities with regard to effecting change within an organization's environment. 4. Theory and practice in group dynamics, process consulting, and group facilitation. This course must include studies in: process design and consultation; group facilitation skills; competition for commitments; problem management; emotional intelligence within groups; inter-group dynamics; and resistance to change. 5. Theory and practice in understanding organizations as open systems and develop skills in organization diagnosis. 6. Theory and practice in the dynamics of organizational change. 7. Theory and practice in the dynamics of complex change and the nature of effective change leadership. 8. Theory and practice in facilitating strategic planning. 9. Theory and practice in planning and applying a variety of intervention approaches at the individual, group, inter-group, and organizational levels. The ordering period is 30 September 2016 through 29 September 2017. The North American Industry Classification System (NAICS) code is established as 611430, Professional and Management Development Training. The primary place of performance is at NTL Institute-chosen facilities in Seattle, WA and Leesburg, VA. There will be no training in any government facilities. A request for written quote will be issued to NTL not later than 15 August 2016 with an anticipated award date of15 September 2016. This notice is not a request for competitive quotes; however, the written quote will be available upon request and all responsible sources may submit a bid, proposal or quotation which shall be considered by the agency.
