- Naval Supply (NAVSUP) Fleet Logistics Center San Diego (FLCSD), Contracting Department is announcing its intent to issue a SOLICITATION for commercial items using Simplified Acquisition Procedures FAR part 13.5. The solicitation SHALL be posted on Navy Electronic Commerce Online (NECO) at https://www.neco.navy.mil/ and Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov/. The Request for Proposal (RFP) number is N00244-16-R-0034. The solicitation document incorporates provisions and clauses in effect through FAC 2005-89, effective July 14, 2016 and DFARS Publication Notice 20160630 effective June 30, 2016. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://farsite.hill.af.mil/ and http://www.acq.osd.mil/dpap/sitemap.html. NAVSUP FLCSD request responses from qualified sources capable of providing: Special Dietary Food Items provided to Naval Medical Center, San Diego IAW with the Statement of Work. The NAICS code is 311999 and the business standard size is 500 employees. The proposed contract action will be acquired on a full and open competition basis. The Period of Performance is from 06 January 2017 through 05 January 2018 for the base year and 4 one-year option periods. The contract resulting from this RFP will be a firm fixed price. Contractors will be evaluated on their Technical Capability, Past Performance and Price. The solicitation will contain a complete description of the statement of work and applicable provisions and clauses. All responsible businesses capable of meeting the requirements of the solicitation are encouraged to respond by filling in the solicitation; alternative proposals will not be considered. Potential offerors will be responsible for downloading their copy of the solicitation and amendments. The anticipated release date of the RFP is on or about 4 August 2016. System for Award Management (SAM): Contractors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov. Contractor is responsible for ensuring contractor Registration and Online Representations and Certifications Applications (ORCA) are current. Lack of registration in the SAM database will make an offeror/quoter ineligible for award. Please ensure compliance with this regulation when submitting your proposal.
