PWS SOURCES SOUGHT SYNOPSIS: CAST EMT 3500-3 Maintenance Test System (CMTS) Solicitation Number: Notice Type: FA8224-16-CAST Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis (SSS) to determine potential sources for information and planning purposes only. 1.1 The purpose of this SSS is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 334515, Electronic test equipment for testing electrical characteristics manufacturing, which has a corresponding Size standard of 750 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: This requirement is to provide equipment, and services for the CAST EMT 3500-3 Maintenance Test System (CMTS) in support of 524 EMXS. The Contractor shall be required to provide re-host service on the government-owned CMTS. All re-host work shall be performed at Hill Air Force Base. The contractor shall provide one year of maintenance on the 3 CMTS non-upgraded test stands. All work shall be performed at Hill Air Force Base or contractor's facility. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. The Government shall not reimburse the costs of preparing responses to this request for information. The Air Force Sustainment Center (AFSC) Operating Location Hill, Hill Air Force Base (AFB), Utah, intends to issue a formal RFP in Oct 2016 timeframe for the acquisition of services required for this effort at Hill AFB, UT. The estimated contract period including all options is supervision, personnel, equipment, tools, materials, services, transportation, and any other items necessary to provide on-call maintenance, technical support, and software support for the Cast 3500-3 and scheduled calibrations, January 5, 2017 through January 4, 2021. The successful contractor shall be required to interact with USAF depot level repair shops, supply system, item managers and equipment specialist to get necessary information to assure repairs, supply exchanges and latest maintenance is accomplished. A draft Performance-Based Work Statement is attached. The Government requests interested parties to submit a brief statement of current capability to perform these services and a letter of interest. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hub-zone, and Women-Owned small business concerns. Interested and qualified sources should provide the following information: (1) company name, point of contact, e-mail address, telephone and fax numbers, type of business and size; (2) a list of your most recent and relevant DoD or commercial contracts (not to exceed five) to include brief description, names, POCs, phone numbers, value & type of contract, and period of performance; and (3) information about your company and why you think you can perform this service. (4) Include in your submission responses to the questionnaire. Please limit your submissions to ten pages.
