- Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to Oxford Instruments, 300 Baker Avenue - Suite 150, Concord, MA 01742, as they are the sole source for this type of equipment pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for an x-ray spectrometer to provide analysis of mineral content of grains, specifically iron and zinc. The instrument must be documented to have specifically measured mineral content in grains and the instrument must not require any extractions or grinding of the samples prior to analysis, i.e. analysis must be carried out using intact, whole grains. Instrument must have the ability to export and import master calibration files (which include the entire analytical method and empirical calibration curves) to share between instruments (critical) and the instrument must have the ability to enter additional calibration samples (type samples) to software adjust imported calibration files. The instrument must operate from an onboard computer with a touchscreen which eliminates the need for an external computer. The instrument must contain tungsten target x-ray tubes and the tubes must be air cooled (no additional chillers required) and tubes have a life span of at least 5 years. The instrument must contain a silicon drift detector (150keV) that is Peltier cooled. The device is required to use a sample spinner to reduce variability and the instrument must contain a built-in autosampler capable of analyzing 10 samples un-attended and auto-sampler must have a secondary outer spill cup in each sample tray location to ensure that samples cannot leak onto the x-ray tube or the detector. Calibration curves for measuring iron and zinc in intact sorghum grain must be available. The Government intends to award a firm fixed price Purchase Order on or about August 11, 2016, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, August 10, 2016. Information received will be considered solely for determining whether to conduct a competitive procurement.
