- RFI for Program Support Center Furniture Retrofit and Modifications REQUEST FOR INFORMATION "This is a Small Business Request for Information Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to obtain knowledge and information for project planning purposes." BACKGROUND The Program Support Center (PSC) manages the business relationships of HHS including the services offered within HHS departments and to HHS employees. PSC currently offers more than 40 services, and is committed to providing the best value in federal support services. In late 2015, PSC launched its space consolidation effort to help improve operations by increasing collaboration among employees and supporting process improvement efforts through newly designed more efficient workspaces that incorporate employee input. PSC is currently in the process of consolidating into a single office in the National Capital Region (NCR) in Bethesda, Maryland, which will serve as PSC headquarters, and a single satellite office in Salt Lake City, Utah located in the Frank E. Moss Building. PSC's presence in the National Capital Region (NCR) will be consolidated from seven offices into a single location to serve as headquarters. Working closely with the General Services Administration (GSA), PSC surveyed available locations around NCR that would allow us to design a state of the art, open, collaborative, flexible, and efficient space. After careful consideration, we decided to expand our footprint within the current location, Bethesda Place - 7700 Wisconsin Avenue, Bethesda, MD, to create our headquarters location. Within Bethesda Place, PSC now occupies floors seven through 10 as well as half of the second floor. Each of the floors have been redesigned to house PSC staff from across the NCR, creating an office environment that supports our desired culture. SCOPE Based on existing designs using Kimball Furniture, PSC would like industry to propose ways to increase the lower wall cubicle height from 41.5 inches by 26.5 inches to 68 inches. This change would only affect the 2 lowest cube walls that are 43.5 inches wide and 26.25 inches wide. The panels are 1.5 inches thick. The proposed addition may be solid or opaque, and use any appropriate low cost material. PSC welcomes industry to propose a multitude of material options and various price points. The current lowest cube walls are solid Formica type walls; however the higher walls are fabric and wood composite structures. In order to attach a piece to the solid Formica (if this is a proposed solution) additional screws and/or adhesive are expected. It is expected that this may permanently modify existing walls. The number of cubes affected will be up to 250 units, actual numbers will be given prior to the request of a final proposal. ADDITIONAL DETAILS Once a feasible solution is proposed, reviewed and accepted, PSC will issue a competitive procurement for this requirement. PSC welcomes all potential solutions, to include a multitude of materials and price points. For more information about this requirement, please contact the contract specialist listed within the announcement for more information. A rough order of magnitude price for each panel is needed to help us determine the best option for PSC. ANTICIPATED PERIOD OF PERFORMANCE Modifications will need to occur as soon as possible, it is expected that the modifications will take no more than 120 days to order and install. PLACE OF PERFORMANCE All proposed cubicle modifications will be located at 7700 Wisconsin Ave, Bethesda, MD. If a site visit to the building is required, they will be arranged on an individual basis. SUBMISSION INSTRUCTIONS Capability statements and responses provided must be submitted electronically via FedBizOps no later than August 9, 2016 at NOON in the form of a "white Pater." Responses should be no larger than twenty five (25) single spaced pages exclusive of marketing slicks or published information available at time of release of the RFI request. Page size is 8.5 x 11 inches with 1-inch margins. Text must be a minimum font size/style of 10-point Time New Roman. Tables must be a minimum front size/style of 9-point in Times New Roman. Graphics must be at minimum 8-point in Times New Roman. Phone calls or emails outside of the eBuy related to this RFI will not be accepted. Responses to this RFI should include a cover letter with the following information at a minimum: •Company Name •POC and Contact Information •Are you a Small Business? If Yes, Socio-economic category? •Your DUNS Number •Are you registered in SAM? •Would you need to or want to use a sub-Contractor(s)? If yes, how many? Questions regarding the contents of this RFI shall be submitted via email to Flora.Gomes@psc.hhs.gov no later than 12:00 Noon EST Thursday, August 4, 2016. Phone calls will not be accepted. The Government reserves the right to respond to some, all or none of the questions that will be submitted.
