- Performance Work Statement Background The Defense Logistics Agency's (DLA) J3 research and development program was conducted in 2005 to improve the distribution of uniforms to recruits (issue) in Recruit Training Centers (RTC) by using a 3-D body scanner at Lackland AFB, TX. The body scanner is still in use at Lackland AFB saving significant apparel fitting time at the high throughput RTC. Recently, Ft Jackson Army RTC has identified the requirement for a body scanner system at its recruit issue line for measuring and fitting recruits and requires equipment to optimize their operation. An analysis was performed which yielded several quantitative/ qualitative benefits for savings related to scanner implementation including: Reduction in time/labor to issue training uniforms Potential savings through reduction in excess inventory Savings of recruit training time for correct sizing Improve efficiency, impart lessons learned and provide standardization for the next largest RTC Scope The overall scope of this acquisition is for installation of 3D Body Scanner system in Building 1867 at Ft Jackson RTC, Columbia, SC. A brief list of actions includes: initial site visit to determine equipment needed for the installation of the body scanner and purchase of scanner, data management server and ancillary equipment. Ensure that the scanner system is correctly installed, configured, tailored and tested for the required usage. Provide in-person training, training materials, technical support and maintenance as required. Performance Requirements Task 1 - Contractor shall conduct a site survey is to aid in the selection and configuration of a fielded system that meets the system requirements given the environmental characteristics of the site. The contractor shall consider the pRFID scanners present at and planned for the facility to ensure no interference will exist between the portals and the body scanner. The objective of the site survey is to identify the right technical solution and identify the position for the scanner at a location which is optimal for the issue process. Companies of 50 recruits at a time need to be sized, fitted and completed issue within 45 minutes. The automatic scan shall take less than 2 minutes with measurements accuracy tolerance of <0.5mm. The contractor shall coordinate the hardware and software installation of the scanner and associated software where the recruits begin the issue process in order to maximize efficiency. The scanner and associated software shall provide the capability to automate the sizing process from the point where they step foot in the scanner through the output of their measurement and sizing results to a printer. The clothing item size specifications will be provided by the government. The contractor shall determine sizing computation needs for and tailor/customize the associated software and hardware. The contractor shall include data management hardware to ensure scan data is captured, stored and exportable. Deliverable - Site Survey/Design Document Task 2 - Purchase and Installation- Purchase body scanner system with an accuracy tolerance of <0.5mm and fully automated scan technology (no manual scan or print). Tailor/customize, install, integrate and troubleshoot the system to enable the most efficient use of the scanner and manage the data. Task 3 -Tailored Software Implementation - The Contractor shall customize the software for Army issue items and set up sizing tables and fitting rules and reports to support apparel sizing for required apparel from scan measurement results. Government personnel will check test cases of scan measurement-to-size computations to ensure quality measurements and conversion to size. The contractor shall document the stepwise customization process into the training materials. The system shall automatically scan and produce fitting report of subjects' measurements (estimated 50 measurements) and sizes (of estimated 6-12 clothing items); and print output automatically (see attachment A for sample output). Scan data and reports will be able to be archived and exportable via network communications. Task 4 - Training. Training will consist of instruction on operation of scanners, controlling servers, middleware and interface software. Functional End User training will be focused on how to use the scanner technology and operate the system including set up, scanning, reporting, exports and customization of software for apparel sizing and routine maintenance. Deliverable - Training Materials and proper Scanning Posture Instructions for Recruits Task 5 - Testing. After physical installation and configuration, scanner capture points will be tuned and tested to optimize system performance. Software tools will be used to ensure that useable scans are performed, recorded and exported as required. Functional and IT tests will be performed by Government personnel prior to go-live. These test cases will be performed and results (including issues, fixes or concerns) shall be included in the vendors test report, evaluation plan and status reports as required. Deliverable - Customer Acceptance Task 6 - Contract Program Management Support. The Contractor shall manage Contractor personnel throughout the duration of this task order. The Contractor shall designate a Project Manager (PM) as the primary point of contact in direct support of the DLA Troop Support, Clothing & Textiles in matters pertaining to tasks and services performed under this TO and a principal point of contact for technical issues. The Contractor shall provide centralized program management capability at the Contractor site where requested by the Government. This function shall encompass administrative, clerical, documentation, and related functions that provide general support for the program. The PM, or his designated representative, shall participate in formal activities, program management reviews, and informal meetings, and shall provide support by preparing documents such as briefings, point papers, trip reports and meeting minutes related to status of the performance of this task order. Task 7 - Task Order Management Plan (TOMP). As required, the Contractor shall provide a TOMP describing functional approach, organizational and financial resources, supporting organizational structure, and management controls the Contractor shall employ in accordance with the tasks and deliverables required in this PWS. Deliverable: TOMP Task 7 - Monthly Status Report (MSR). The MSR shall include a brief synopsis of efforts completed, deliverables provided, activities scheduled for the following month, and conferences and trips conducted/attended during the reporting period. If an employee traveled during the reporting period, the MSR shall include travel expenses and receipts. The MSR shall identify problem areas. Deliverable: MSR Task 8 - In Progress Review (IPR). As required, the Contractor shall meet with the Contracting Officer's Representative (COR) monthly to discuss any problems with current tasks, assignment of future tasks, and to obtain government decisions or guidance necessary to Contractor performance. Upon notification, the Contractor shall be prepared within 3 workdays. IPRs, at the COR's discretion, may be performed via e-mail, telephone, or in person. Deliverable: IPR slides Task 9 -Technical Support - The contractor shall provide on-site technical support through the installation and an initial and follow-on training period. After installation, acceptance and training, the contractor shall provide continuous remote maintenance and technical support through the system warranty period. Post acceptance: On - site technical support/maintenance requirement is one trip per year. Deliverable: Site Visit report and Installation Plan/Report Task 11 - Inspection and Acceptance. Final inspection and acceptance of all work performed, reports, and other deliverables shall be performed at the place of delivery. The COR will review and accept or reject deliverables within 10 workdays. The Contractor shall complete revisions or corrections as identified by the COR within 5 workdays of receipt of requested revisions/corrections. Security Task Order Security Requirements. The Contractor is required to comply with all security regulations and directives as identified herein. The Contractor shall comply with the DD Form 254, Department of Defense Contract Security Classification Specification. The Contractor shall obtain a long-term visitor agreement in order to gain access to work areas within DLA locations. The Contractor's security officer shall forward a visitor request letter to the Government COR, Ms. or Mr. XX Security Clearance. Contractor personnel performing PWS tasks described herein must possess a SECRET Security Clearance granted by the Defense Industrial Security Clearance Office (DISCO) in accordance with DOD National Industrial Security Program (NISPOM) 5220.22-M prior to performing work on any classified Government systems or products. To ensure cognizance of, and adherence to, security classification regulations, the Contractor and/or Contractor personnel will comply with all applicable DOD 5220.22-M National Industrial Security Program Operating Manual (NISPOM), DLA Directives, and instructions. Specific security requirements are identified in the DD Form 254, Contract Security Classification Specification. Physical Security. The Contractor shall safeguard all Government owned equipment and materials in the Contractor's possession or used in the day-to-day performance of the Contract. The Government will not be held accountable/responsible for any Contractor items that may have been lost or stolen. Responsibility for the Contractor's compliance with internal security at the site shall be assigned to the Contractor. All Contractor personnel shall be briefed on site security operating procedures prior to or upon commencement of task order award and shall be debriefed upon termination. The Contractor shall be responsible for all continuing security training of the Contractor, sub, and associate Contractor personnel. Non-Public Information. In performance of this contract, the Contractor may obtain access to sensitive, nonpublic information. The Contractor agrees to: (a) use and protect such information from unauthorized disclosure in accordance with the Federal Acquisition Regulation (FAR); (b) use and disclose such information only for the purpose of performing this contract and to not use or disclose such information for any personal or commercial purpose; (c) obtain permission from the contracting officer's representative (COR) before disclosing/discussing such information with a third party; (d) return, upon Government request, any non-public, sensitive information no longer required for Contractor performance; and (e) advise the COR of any unauthorized release of such information. The Government will require Contractor personnel to sign a nondisclosure agreement (Attachment XX) to protect non- public information of other Contractors and/or the Government. Access. The Government will provide the Contractor access to applicable Government facilities from the commencement of the work until task completion. All Contractor and subcontractor personnel not possessing the proper clearances and requiring entry to restricted areas shall be continuously escorted. All Contractor personnel shall be briefed on site security operating procedures prior to or upon termination. The Contractor shall provide continued security training of the Contractor, subcontractors, and associate Contractor personnel.
