- United States Army Training and Doctrine Command (TRADOC), Army Capabilities Integration Center (ARCIC) has modified its TIE program. The program is now entitled the Forum for Innovative Novel Discovery or FIND. The purpose of FIND is to provide industry the opportunity to present their most innovative project/idea to key Senior Army Leaders and receive feedback with the goal of developing an opportunity for the Army to discover possibly game changing technologies through a novel approach with industry. On 03-04 October at the Fall Association of the United States Army (AUSA), ARCIC will conduct a pilot FIND. The pilot FIND will concentrate on robotics. Follow-on FIND events will focus on a variety of topics across the Army's Big 6+1 Capabilities to enable the Army to focus future force development and prioritize the Research, Development, and Acquisition (RDA) strategy https://www.arcic.army.mil/. The FIND to be conducted on 03-04 October 16, will concentrate on small business. The NAICS code for this requirement is 541330 Engineering Services with a size standard of $15,000,000. If you a company qualifies as a small business, they are eligible to submit a proposal to FIND at usarmy.jble.arcic-cdld.mbx.tie-coordinator@mail.mil. A small business wishing this opportunity will submit a no greater than 1000 word white paper to ARCIC, NLT 02 Sep 16 for review and selection. Selected companies will be notified by ARCIC of the date/time of their presentation. When responding, please include a brief description of the company and points of contact for further coordination. When submitting a word paper to ARCIC, companies must satisfy the following criteria to be considered: a. Protect the Force. Provide capabilities to increase force protection utilizing unmanned systems. These capabilities will allow the Warfighter to engage the enemy and complete the mission from a safe standoff distance from perceived threats and hazards. b. Reduce Warfighters' Workload. Provide capabilities or new technologies that reduce the Warfighters physical and cognitive workloads. "Physical" examples would include, but are not limited to, new materials, new designs, etc. "Cognitive" examples would include, but are not limited to, new software, modules, new sensors, new radios, etc. c. Enable Situational Awareness. Provide new capabilities to monitor a changing, complex operational environment such as improved sensors, motion detection monitoring, automatic target recognition software, and semi-autonomous control of sensors. d. Sustain the Force. Provide new capabilities to help sustain the force with new logistical methods, software or hardware to increase distribution, throughput, and efficiency in both tactical and non-tactical environment. e. Enable Lethal and Non-Lethal Engagement. Provide new unmanned system capabilities that allow unmanned systems to support Warfighter in areas where maned systems are denied freedom of maneuver. This type of capability would include improved lowlight sensors, improved non-lethal/lethal capabilities, etc. f. Reduce Cost. Provide methods, hardware and/or software that will increase the ability for unmanned systems to have increased commonality, in turn reducing overall cost. Examples would include common connectors, common sensors, common manufacturing technologies and materials, etc. Organizations that participate in FIND will not receive any financial reimbursement for this participation from the U.S. Army. The FIND program is voluntary and is intended to foster the free flow of information related to the Research and Development (R&D) efforts of private industry, to the benefit of the U.S. Army. Participation in the FIND program is open to all interested members of industry, but due to time and resource constraints, requests to participate are evaluated based on the projects/programs ability to address the needs of the Warfighter. Each FIND session provides a forum allowing an individual member of industry to share proprietary information on its long-range Research and Development efforts (outside the presence of competing industry members) with U.S. Army officials knowledgeable on the general subject matter of AWFCs best aligned with the private R&D effort. The sessions are executive level meetings chaired by an Army Flag Officer or equivalent. FINDs will emphasize long range planning to define future decision point that consider equipment age, degradation of overmatch abilities, industrial base viability and closure of capability gaps in the near term (FYs 16 -20), mid-term (FYs 21-30) and long-range (FYs 30-50) time frames, while allowing for cost-informed decisions that balance force generation needs for Force 2025 and Beyond. The Army Warfighting Challenges (AWFCs) http://www.arcic.army.mil/Initiatives/army-warfightingchallenges.aspx, should be used when responding to this RFI to help focus FIND discussion topics. The intent is to provide feedback to help industry focus their R&D programs (without any financial reimbursement) toward existing and future Army capabilities, which will benefit both industry and the U.S. Army. This is a Request for Information in accordance with FAR 15.201(b). THIS IS NOT A SOLICITATION. RFIs are used to gather information from industry without any promise of a current or future contract or requirement. The ARCIC will use the responses to this RFI to determine what emerging technologies may be available in the market place. This is not a solicitation for bids or offers. Information provided cannot be used to create a binding contract. Respondents to this RFI will not be reimbursed for the information they provide to the ARCIC.
