Description
**Amendment 001*** This amendment extends the response date for interested vendors from 02 August 2016 to 13 August 2016. The initial response date was a typographical error and the extended response date fulfills the posting requirements per FAR Part 5. All other information remains unchanged. *** The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Sciformation Consulting GmbH located at Fröbelstr. 5, Bad Vilbel, Hessen, Germany 6119 to purchase one perpetual software license of Sciformation ELN software. The sole source justification is based on the following: NIST is building a scientific data management system (SDMS) to host spectral data and metadata associated with the instrumental analysis of emerging synthetic drugs (ESDs) through database driven web site. ESD data will be comprised of raw analytical data (spectral data), processed spectra, standard text and numerical data as metadata, but also molecular structures, and derived information like signal patterns from spectral the data. Therefore, the SDMS must be able to manage all forms of these data and connect them within a fully accessible and fully contributable database. The SDMS should be compound/structure oriented to allow searching and location of relevant data and metadata for ESDs that exist within the database. NIST currently has access to approximately 500 chemical datasets stored in the open source software package Open Enventory (https://sourceforge.net/projects/enventory/) that will be utilized as a starting point for the NIST SDMS. As such, the software must be capable of automatically importing existing Open Enventory records into the new database without the need to manually export and import data. Additionally, NIST requires a perpetual software license for at least one super user and unlimited user access operable on multiple operating system (OS) platforms including Windows and Linux. And the software must provide a web-based, OS-independent, service allowing users to document and retrieve scientific information. The required software functionality includes the following: 1.Add new chemicals and unknown samples to the database. 2.Add analytical data and experimental metadata. 3.Store metadata, chemical structures and user-defined attributes. 4.Integrated chemical structure drawing tool 5.Group data related to an experiment into datasets and crosslink related datasets. 6.Querying of existing database records based on the following: a.Chemical name b.Chemical (sub-)structure c.Basic spectral peak table search capabilities 7.Detailed list view display for all the analytical data and metadata. 8.Full access to edit existing data in the database. 9.Hierarchical group/role designations to manage user access to data and functionality. 10.Audit trails with electronic signatures to track changes and detect any data manipulations 11.Efficient data export and reporting tools to facilitate regular backups in case of hardware or other failures. NIST does not require a subscription based service or a custom designed database and is seeking Commercial software licenses meeting the functionalities stated above. Market research has shown that Sciformation Consulting GmbH's Sciformation ELN software is the only commercially available software that can meet NIST's requirements. Given these facts, Sciformation Consulting GmbH is the only source reasonably available to provide the required software license. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 511210 with a size standard of 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST 13 August 2016, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
