- PWS Market Research for OIL/WATER SEPARATOR CLEANING AND WASTE OIL RECYCLING SERVICE We are conducting Market Research to determine if the project for Oil/Water Separator Cleaning and Oil Recycling Service for Yokota Air Base and Tama Anne Japan " is in the customary commercial practices. The results of this research will not only help us determine if the services are commercial, but will let us know if the services offered in the market will meet our agency requirements. We will attach a draft Performance Work Statement (PWS) to this letter for clarifying our requirements. この度、横田基地では 横田基地内での油水分離槽清掃、及び廃油廃棄 が、日本の市場ではどの様に行われているかについて、市場調査をすることになりました。この調査結果をもとに、一般市場でのサービスが横田基地の実情に合うかどうかを判断するものです。(もし必要でしたら、この仕事の内容を明確に御理解頂く為に、作業仕様書草案を添付致します。 ) 1.1. Oil Water Separator Cleaning and Collection. The Contractor shall pump out all liquid and sludge including waste oil, and clean the inside of the oil/water separators and the drain along the oil/water separators listed in Para. 1 of Appendix A, Estimated Work Load Data, at Yokota AB and Tama Annex. After cleaning and draining the separator completely, clear obstructions in inlet/outlet pipes to ensure unrestricted flow, and inspect all parts for problems. All problems shall be reported to the Contracting Officer Representative (COR) in writing within 24 hours of discovery. The Contractor shall recharge clean water as required for the unique configuration of the separator. 1.1.1. Oil Skimming. The Contractor shall skim oil from the oil/water separator located at Bldg 4137 ( POL Yard ) at Yokota AB as needed to properly maintain the oil/water separator. 1.2. Waste Oil Collection. The Contractor shall collect waste oil (water content is below 15%) from the Initial Accumulation Points (IAP) listed in PWS 1.3. Transportation and Recycling. The collected waste through this service contract shall be transported, by the contractor, directly to the contractor's facility for material recycling service. The recycling shall be economically feasible to off-base market.
