Description
NOTICE OF PROPOSED CONTRACT ACTION The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 3), James J. Peters VA Medical Center, Bronx New York, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Lothrop Associates 333 Westchester Ave White Plains, NY 10604, to perform Construction Period Services (including Site visits and post-construction services). The place of performance is FDR Campus of the VA Hudson Valley Healthcare System, Route 9A Montrose, NY 10548. This action will result in a Firm-Fixed Price contract with a period of performance of 240 days. This notice of intent is not a request for a quotation; interested parties may express their interest by providing a capabilities statement no later than August 18th, 2016 at 10:00 AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after August 18th, 2016, at 10:00 AM EST, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Lothrop Associates. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. The point of contact for this action is Contract Specialist, Aaron Felman who can be reached at aaron.felman@va.gov. The Government anticipates the award of a firm-fixed- price contract. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. Scope: "Provide Construction Period Services (CPS) for 240 days to support completion of the project. "Provide Site Visits during the CPS period. "The A/E shall review and check the Construction Contractor's submittals, which includes but is not limited to shop drawings, detail drawings, schedules, descriptive literature and samples, testing laboratory reports, field test data, for conformity with the design concept and construction documents "Recommend approval, disapproval, or other suitable disposition of the Construction Contractor's submittals in a timely manner. "Assist the VA in the interpretation of the construction documents. The A/E shall respond to the Construction Contractor's request for information (RFI) pertaining to the design in detail and in a timely manner. "Periodic inspection services. The A/E shall provide nine (9) site visits for intermediate site inspections. The A/E Firm shall submit a detailed survey report with photographs summarizing the conditions found at the construction site as a result of the site visit. Each site visit shall be a total of eight (8) hours. "Prepare supporting documentation for contract modifications. The A/E shall prepare revised drawings, details, and detailed cost estimates for contractor's claims of additional work not shown on drawings due to both unforeseen site conditions or A/E error and omission (if any). "CIH Services: The A/E shall provide the services of a CIH for Asbestos tasks 6-9 and Lead tasks 6-9 as outlined in the attached Supplement B. The A/E shall provide fifteen (15) site visits for air monitoring and testing during asbestos and lead removal. "As-Built Drawings: The A/E shall prepare as-built drawings based upon the contractor's marked up documents. Period of Performance: The period of performance for this effort is date of award for a period of 240 days. There are no options.
