- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures for certain commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N00604-16-T-3121. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-89 and DFARS Publication Notice 20160630. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 335313 and the Small Business Standard is 1250. The proposed contract action is for brand name commercial supplies. In accordance with FAR 5.102(a)(6), the required justification can be found at Attachment A. Delivery Location is at Naval Facilities Engineering Command (NAVFAC) Hawaii, BLDG 44, 400 Marshall Road, Pearl Harbor, HI 96860. Required delivery is within 20 weeks after receipt of order (ARO). Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. NAVSUP FLC PH Regional Contracting Department requests responses from qualified sources capable of providing the following Brand Name supplies: Item 1 - Quantity 4 each, $______Unit price, $______Ext price Trayer PN 802B29M22WXY-SP2 Padmount, liquid-insulated, 15kV, three-phase, 4-way, 2-ways switched terminating with 600 amp bushings, 2-ways switched and fused terminating with 200 amp bushing wells, less inserts. Unit comes complete with 10C transformer oil installed and will have its tank and enclosures constructed of type 304 stainless steel. Unit does not include fuses or bushing well inserts. Unit will be painted Brownstone color as standard at Hickam AFB. Unit per Trayer drawing number 930603. The Government also intends to award a contract action on initial quotes without conducting discussions, however, the Government reserves the right to conduct discussions, if deemed necessary, with the offerors that submitted the most highly rated quotes, price and technical considered. Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price, technically acceptable and a determination of responsibility.
