- REQUEST FOR INFORMATION ALQ-184 Coaxial Microwave Drive Control I. BACKGROUND This is not a solicitation, but rather a Request for Information (RFI) to determine potential sources for information and planning purposes only. This request does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation to Bid (IFB), nor does this issuance restrict the Government's acquisition approach. There is not solicitation available at this time. Contractor proposals will not receive a response. The Government will neither award a contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. All submissions become Government property and will not be returned. The purpose of this RFI is to conduct market research to determine if responsible sources exist that possess the expertise, capabilities, and experience to meet qualification requirements to manufacture the ALQ-184 Coaxial Microwave Drive Control (NSN 5865-00-007-6950EW, P/N 578R611H04), and to assist the United States Air Force (USAF) in determining if a future contract effort can be competitively awarded and /or awarded on a total of partial Small Business Set-Aside basis. The applicable North American Industrial Classification System (NAICS) code assigned to this effort is 334511(Search, Detection, Navigation, Guidance, Aeronautical and nautical System and Instrument Manufacturing) with the Small business Size Standard of $20.5 million average annual receipts. II. PURPOSE The principal purpose of a planned future contract will be to obtain manufacture of the ALQ-184 Coaxial Microwave Drive Control for current year and four out year spares requirements to satisfy requirements for multiple Air Force customers. The ALQ-184 is currently applicable to A-10 and F-16 aircraft. See specific submission requirements in Section III of this RFI. The current Acquisition Method Code and Acquisition Method Screening Code (AMC/AMSC) is 1G. The AMC/AMSC Code of 1G implies suitable for competitive procurement for the second or subsequent time, the Government has the rights to the technical data and the technical data package is complete and there are no technical data, engineering, tooling, or manufacturing restrictions. However, please note, in this instance, the government does not own the technical data. The Government does have the specifications that define what is expected of this item upon completion of manufacture. III. SUBMISSION OF REQUIREMENT Interested parties are encouraged to participate in this RFI for the ALQ-184 Coaxial Microwave Drive Control as described. Interested parties must provide documentation that supports your company's capability to meet the anticipated requirements listed in this RFI. Section IV includes a tentative list of expected production quantities under any future spares buys contracts issued by AFSC/PZABB for the ALQ-184 Coaxial Microwave Drive Control. Describe your company's experience in manufacturing/repairing the Part Number/NSNs listed above. •4. Describe your company's capabilities for generating, handling, processing and storing classified material and data. •5. Describe your company's capabilities and experience in generating technical data, engineering drawings and manuals. Identify what software programs are utilized to generate these data products and what formats are available for delivered items. •6. What is your company's current maximum capacity per month for this particular type of requirement? Provide information on any facility reserves you may possess to increase capacity in the event of an immediate need do to critical operational mission requirements. •7. What quality assurance processes and test qualification practices does your company employ? Provide a description of your quality program (ISO 9001, AS9100, etc.). •a. Provide a detailed quality plan implementing AS9100 (or equivalent). •B. Commerciality Questions: •1. Is there established catalog or market prices for our requirement? •2. Describe your configuration management processes and how you identify and resolve parts obsolescence and diminishing manufacturing sources problems? •7. Describe your process for maintaining inventory records and reporting on hand/work-in-process balance and manufacturing status to your customer. •9. Include a detailed listing of facilities and equipment, including quantities, required to satisfy the requirements of this effort. •a. Provide an outline of the proposed process, including inspections. • i. State the type of test procedures are anticipated for this effort. • ii.
