Description
Description: THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A REQUEST FOR INFORMATION Only. The Department of Veterans Affairs Service Area Office East/Network Contracting Office 8, Tampa, FL Team, is conducting market research to identify potential sources with the intention to award Service Contract, which has a requirement to provide all database maintenance support for the existing PICIS Anesthesia Record Keeper (ARK) and Clinical Information System (CIS) Annual Database Administration Maintenance Support. The Contractor shall obtain all necessary licenses and/or permits required to perform the work for all seven (7) VISN 8 facilities. This Request for Information (RFI) is intended for information and planning purposes and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. We are only seeking responses from Service Disable Veteran Owned Small Businesses (SDVOSB) and Veterans Owned Small Businesses (VOSB). Because this is a Request for Information announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists. Therefore, do not request a copy of the solicitation. Responses from other than SDVOSBs and VOSBs will not be considered. Responses to this notice should include company name, address, point of contact, phone number, fax number and point of contact e-mail, DUNS Number, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS). The agreement period will be for one (1) base year from the date of contract award and four (4) option years. NAICS Code 541511. This procurement will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 13. Telephone responses will not be accepted. Responses must be received in writing no later than, 1500/03:00PM Eastern Standard Time (EST) on August 11, 2016. This notice will help the VA in determining available potential sources only. Do not contact VA Medical Center staff in regards to this requirement, as they are not authorized to discuss this matters related to this procurement action, direct all questions to the Contracting Officer. If a solicitation is issued, information will be posted on the FedBizOps FBO web site for all qualified interested parties at a later date, and interested parties must respond to the solicitation to be considered for award. This notice does not commit the government to contract for any service. The government will not pay for any information or administrative cost incurred in response to this Request for Information. Information will only be accepted in writing by e-mail to Contracting Officer at jose.sierra-colon@va.gov. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. ? Service - PICIS Database Maintenance Support GENERAL INFORMATION Title of Project: VISN 8 PICIS Anesthesia Record Keeper (ARK) and Clinical Information System (CIS) Annual Database Administration Maintenance Support. Background: The PICIS Clinical Information System was purchased at VISN 8 in 2010 using a national mandated acquisition package. PICIS is the electronic medical record for the Intensive Care Units (ICUs), Post Anesthesia Care Units (PACUs) and Operating Rooms (ORs) across 7 VISN Facilities. VISN 8 is the largest, most complex VISN within the Veterans Administration (VA) and currently has PICIS installed in 229 ICUs, 96 PACU and 105 Operating Rooms. The PICIS Databases are installed on VA Owned Virtual Servers (Windows 2012 Enterprise with Microsoft SQL 2012 Enterprise) including storage. Scope of Work: The contractor shall provide database maintenance support of the existing PICIS ARK and CIS Databases installed at VISN 8, across seven (7) facilities: Miami, Gainesville, Lake Nona, West Palm Beach, Tampa, Bay Pines and San Juan including legacy database at Orlando. Service shall include the following: a.Access to VA Network to support above databases. b.Response time shall be no greater than one hour twenty four hours per day, seven days per week. c.Responsible for database backup and database restoration in case of database corruption or other database issues where restoration is required.. Maximum duration of lost data shall be no greater than one (1) hour. d.Respond and clear database blocking issues within one (1) hour of occurrence. e.Vendor shall have monitoring software for each database to automatically alert (which begins the one (1) hour response) for the following data points: (1) Clock Skew (2) Disk Space Low (3) Machine Unreachable (4) Database Error (5) Physical Memory Low (6) Processor Utilization (7) DB Backup Issues (8) DB Blocking Issues (9) Database Deadlocks (10)Database Input/Output (IO) Issues SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Description of Tasks and Associated Deliverables: The contractor shall provide the specific deliverables described below within the performance period stated in Section A.4 of the Statement Of Work (SOW). 1. Provide remote support 24/7 for PICIS Databases installed on VA Servers located at Miami, Gainesville, Lake Nona, West Palm Beach, Tampa, Bay Pines, San Juan and legacy database located at Orlando. 2.Support 24/7 VISN PICIS Database 3.Contractor shall comply with the Software Acquisition Capability Maturity Modeling (SA CMM) Level two (2) procedures and processes. 4.Contractor shall ensure adequate LAN/Internet, data, information, and system security in accordance with VA standard operating procedures and standard contract language, conditions laws, and regulations. 5.Reports shall be submitted to the COR. CONTRACTOR EXPERIENCE REQUIREMENTS - KEY PERSONNEL Skilled experienced professional and/or technical personnel are essential for successful contractor accomplishment of the work to be performed under this contract and subsequent task orders and option. These are defined as key personnel and are those persons whose resumes were submitted. The contractor agrees that the key personnel shall not be removed, diverted, or replaced from work without approval of the CO and COR. Any personnel the contractor offers as substitutes shall have the ability and qualifications equal to or better than the key personnel replaced. Requests to substitute personnel shall be approved by the COR and the CO. All requests for approval of substitutions in personnel shall be submitted to the COR and the CO within 30 calendar days prior to making any change in key personnel. The request shall be written and provide a detailed explanation of the circumstances necessitating the proposed substitution. The contractor shall submit a complete resume for the proposed substitute, any changes to the rate specified in the order (as applicable) and any other information requested by the CO needed to approve or disapprove the proposed substitution. The CO will evaluate such requests and promptly notify the contractor of approval or disapproval thereof in writing. Government Point of Contact Jose R.
