- Statement of Objectives This Request for Information (RFI) is for information and planning purposes only and shall not be construed as either a solicitation or obligation on the part of the Government. This notice is to determine the availability of Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) that are capable of providing the services identified in the attached Statement of Objectives (SOO), “Enterprise Cloud Services (ECS) for Information Technology Infrastructure Modernization”. This is NOT a solicitation for proposals, proposal abstracts or quotations. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The North American Industry Classification System (NAICS) for this requirement is 541512 with a size standard of $27.5 million. An organization that is not a SDVOSB or VOSB should not respond to this notice. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. The Department of Veterans Affairs (VA), Office of Information Technology (OIT) is seeking a cloud broker/systems integrator with demonstrated federal government performance and technical proficiencies. The attached Statement of Objectives (SOO) presents a framework for moving the VA enterprise from the current state to a future cloud enabled state. The SOO outlines the current enterprise, identifies key objectives, and defines goals in terms of how to move forward to quickly attain the cloud benefits available. Please consider the below five (5) questions and provide a written response to these questions. Question #1: As the prime contractor, have you or are you currently performing as a cloud broker/systems integrator at the level of complexity and size and scale of the Department of Veterans Affairs; and if so, for each reference, provide the agency, points of contact, contract number, dollar value, contract vehicle, and a description of the work conducted by your firm. Question #2: As the prime contractor, have you recommended and/or assisted with the implementation and operations of a cloud management platform (CMP) that enables comprehensive service provisioning across on and off-premise cloud platforms that ensures accurate reporting and appropriate governance and compliance policies, at the level of complexity and size and scale of the Department of Veterans Affairs; and if so, for each reference, provide the agency, points of contact, contract number, dollar value, contract vehicle, and a description of the work conducted by your firm. Question #3: As the prime contractor, have you provided technical and organizational transformation that addresses all phases, including but not limited to architecture, engineering, implementation, and sustainment as well as strategic partner engagement services and managed services at the level of complexity and size and scale of the Department of Veterans Affairs; and if so, for each reference, provide the agency, points of contact, contract number, dollar value, contract vehicle, and a description of the work conducted by your firm. Question #4: As the prime contractor, have you provided end-to-end service implementation, coordination, multi-supplier integration at the level of complexity and size and scale of the Department of Veterans Affairs; and if so, for each reference, provide the agency, points of contact, contract number, dollar value, contract vehicle, and a description of the work conducted by your firm. Question #5: As a prime contractor please provide a list of the types of clients you have successfully supported in terms of: capacity, users, devices, facilities, geographical scope, and criticality of services at the level of complexity and size and scale of the Department of Veterans Affairs; and if so, for each reference, provide the agency, points of contact, contract number, dollar value, contract vehicle, and a description of the work conducted by your firm. SUBMISSION INFORMATION Responses to this RFI may not exceed seven (7) pages, excluding the cover page. Each response should include the following information: a. Company Name; b. Company Address; c. Company Point of Contact, Phone and Email address; d. Cage code and DUNS Number e. Type of Company (i.e., SDVOSB, VOSB) f. Reference RFI# NIHJT2016023, ECS for Information Technology Infrastructure Modernization g. Response to the five (5) questions above, excluding cover page Mark your response as “Proprietary Information” if the information included is considered to be business sensitive and/or includes trade secrets. Not responding to this notice does not preclude participation in a future solicitation, if one is issued. General questions regarding this notice may be submitted via email to flynne1@od.nih.gov no later than August 4, 2016 at 3:00 PM Eastern Time. The Government reserves the right to respond to some, all or none of the questions submitted or to amend this notice. All information submitted in response to this announcement must be received on or before the closing date. The closing date for responses is Monday, August 8, 2016 at 3:00 PM Eastern Time.
