- The 410th Contracting Support Brigade, Army Contracting Command. The Americas, hereby provides the following notice with respect to the issuance of a Request for Proposal (RFP) for a project in Guatemala Peace Keeping Operation (PKO) Training School, Coban Guatemala. Type of Set-Aside: The applicable NAICS code is 237120. This requirement will be solicited unrestricted to obtain full and open competition. Description of Requirement: This project consists of the construction repair/rebuild of a Fuel Station. The Contractor shall furnish all labor, transportation, equipment, materials, and any other items and services necessary to repair/rebuild the existing fuel station at the Guatemala Peace Keeping Operation (PKO) Training School, Coban Guatemala. The Contractor shall provide and install one fuel storage tank for diesel fuel with a 4,000 gallons capacity and one fuel storage tank for gasoline fuel with a 3,000 gallons capacity each. The work includes all fuel pipes, accessories, valves, filtration system, explosion proof control valves, electrical pump, fuel pump, fuel stations meters, pump house meter, nozzle(s) and hose(s) with reel(s), and fuel testing kit for quality control. The work shall comply with applicable Guatemalan construction codes and International Building codes. The Contractor shall obtain all required construction permits and shall conduct a site visit to verify details and the scope of work. Contractors are urged and expected to visit the site where the work will be performed. Place of performance: The Fuel Station Repair/Rebuild will be constructed in Coban, Guatemala. Commando Regional De Entrenamiento De Operaciones De Mantenimiento De Operaciones De Mantenimineto De Paz-Creompaz, Finca Chocoyguito, Zona 5, Coban, Alta Verapaz, Antigua Zona Militar. Basis for Award /Contract Information: The award will be based on Lowest Priced, Technically Acceptable Offer (LPTA) acquisition which will be cited in the solicitation. The period of performance of this contract is based on 180 calendar days from the date of the award. The resulting contract type shall be firm fixed price. The estimated construction magnitude for this project is between $100,000 and $250,000 dollars. Award is expected to occur in September 2016. Solicitation Release Date: The solicitation and any future amendments to the solicitation will be available for download via the FedBizOpps website on or about 15 August 2016. Proposals will be due 30 days after issuance of Request for Proposal. Obtaining the Solicitation: The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation, including drawings and specifications, will be available for download from FedBizOpps - website: http://www.fbo.gov. The solicitation, and the associated documents for this project, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. All notifications of changes to this solicitation shall be made through the Internet only. It is the contractor's responsibility to check for any posted changes to the solicitation. Site Visit: A site visit to inspect the work site will be held on 12 August 2016. All vendors having interest in inspecting the work site shall provide a response to this notice no later than 10 August 2016. All vendors shall submit their interest via (email) to the Contract Specialist, SFC Ricardo Bailey at Ricardo.a.bailey2.mil@mail.mil and the Contracting Officer, Ms. Velia Pier at velia.pier.civ@mail.mil before 12:00 PM USA Central Daylight Time (CDT) on Wednesday, August 10, 2016. Further information on the site visit will be sent to firms interested participating. Contractor Requirements: Potential offerors must have active registrations in the System for Award Management (SAM) database and Wide Area Workflow (WAWF) in order to participate in this requirement and be eligible for award. Contractors should access https://www.sam.gov for information on SAM registration and https://wawf.eb.mil for information regarding WAWF. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Contemplating Awardee: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and to be performed in Guatemala, the Offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
