Provisions and Clauses Brand name justification This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number R16PS01571 is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-87, dated March 7, 2016. In addition to the clauses and provisions included in the body text of this combined synopsis/solicitation, the clauses and provisions in the attached document also apply. This is a brand name only solicitation and is not being set aside for small business under NAICS 333120. Responses to this RFQ are due no later than August 12, 2016 at 4:00 PM MDT. Responses to this RFQ received after the closing date and time provided in this solicitation will not be considered. Responses must be in writing, and may be submitted through e-mail, mail, or in-person to the contract specialist identified in this solicitation. Responses received through facsimile will not be considered. Interested parties may submit questions regarding this solicitation to the contract specialist identified at the end of this announcement. Questions shall be submitted in writing, not later than three (3) days prior to the closing date of this solicitation. Interested parties should not expect individual responses to questions, and a questions and answers document will be posted prior to the close of the solicitation, as necessary. The U.S. Bureau of Reclamation, Pacific Northwest Regional Office in Boise, ID is requesting quotations for the following line item(s): CLIN 00010: Qty. 1 EA, Bobcat S530 Skid Steer Loader Bobcat S530 Skid Steer Loader Shall: 1. Be new 2. Be All Wheel Drive 3. Have 4 pneumatic all-terrain tires 4. Have an approximate rated operating capacity of 1850 lb (pounds) 5. Have a rated tipping capacity of 3700 lb (minimum) 6. Have an operating weight of 6400 lb (minimum) 7. Have a 20-gallon fuel tank (minimum) 8. Have a liquid-cooled 49HP engine (maximum) equipped with: a. Coolant and oil high-temperature protection b. Coolant temperature gauge and high temperature indicator warning light c. Low oil pressure protection d. High temperature protection e. An aluminum-core corrugated fin radiator f. Fuel injection g. (x) Evidence of shipment The Contractor shall also submit an electronic copy of the IPP invoice to the Contract Specialist at nmoeller@usbr.gov once the invoice has been submitted to IPP. Failure to email the invoice may cause significant delay or possible rejection of your payment request. The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3-5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
