Description
Notice of Intent to Sole Source The Naval Medical Logistics Command (NMLC) intends to negotiate a sole source contract under the authority of FAR 13.106-1(b) with Children's Health System Inc. (CHS), 601 Children's Lane, Norfolk, VA 23507-1910, for the provision of pediatric ambulance services in support of Naval Medical Center Portsmouth, VA (NMCP). Service will include both pediatric/neonatal (defined as infants under 28 days old) critical and non-critical neonatal transports. Service shall include all necessary personnel, ambulances, equipment and supplies, and travel. Transports shall be provided within a 75 mile radius of NMCP. The estimated period of performance is 60 months. The estimated quantity is 100 transports per year consisting of 4,500 miles. Chapter 31 of the Virginia Administrative Code, 12VAC5-31-1270, Neonatal Transport Requirements, is applicable. CHS has the necessary vehicles, equipment/supplies and personnel to provide the services described herein. CHS has specialized ambulances designed for neonatal transports. These specialized vehicles contain unique equipment that is not found on a standard ambulance, such as incubators and car safety seats, and standard equipment (such as needles, IV pumps and ventilators) designed specifically for infants and children. The transport team provided by CHS meets all of the requirements of Chapter 31 of the Virginia Administrative Code, including the requirements for neonatal transports. Unless staffed with a physician, the transport team must include a registered nurse or physician assistant with specialized neonatal training or another health care provider with equivalent training or experience approved by the Office of EMS. CHS's team consists of a registered nurse, respiratory therapist, and an emergency medical technician. CHS is also located within a close proximity (less than 75 miles) of NMCP. Due to the nature of this requirement, requests for service shall be made at any time Monday through Sunday, including after hours, weekends and Federal holidays. A timely response is crucial as services are reserved for the most critical patients. Accordingly, CHS is the only qualified pediatric ambulance provider that has the capability to perform the work successfully. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information, or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
