- Naval Supply (NAVSUP) Fleet Logistics Center San Diego (FLCSD), Contracting Department is announcing its intent to issue a SOLICITATION for commercial items in accordance with Simplified Acquisition Procedures FAR part 13. The solicitation SHALL be posted on Navy Electronic Commerce Online (NECO) at https://www.neco.navy.mil/ and Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov/. The Request for Quotation (RFQ) number is N00244-16-T-0218. The solicitation document incorporates provisions and clauses in effect through FAC 2005-89, effective July 14, 2016 and DFARS Publication Notice 20160630 effective June 30, 2016. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://farsite.hill.af.mil/ and http://www.acq.osd.mil/dpap/sitemap.html. NAVSUP FLCSD request responses from qualified sources capable of providing: Polygraph and Plethysmograph services IAW with the Performance Work Statement for the Naval Consolidated Brig Miramar (NCBM), San Diego, CA. The NAICS code is 561611 and the business standard size is $20.5M. This procurement is competitive, 100% set aside for small business concerns. The Period of Performance is from 01 October 2016 through 30 September 2017 for the base and 2 one-year option periods. The contract resulting from this RFQ will be a firm fixed price. Contractors will be evaluated based on Lowest Price Technically Acceptable offer. The solicitation will contain a complete description of the statement of work and applicable provisions and clauses. All responsible businesses capable of meeting the requirements of the solicitation are encouraged to respond by filling in the solicitation; alternative proposals will not be considered. Potential offerors will be responsible for downloading their copy of the solicitation and amendments. Solicitation number N00244-16-T-0218 will be available for review and downloading on or about 08 August 2016. System for Award Management (SAM): Contractors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov. Lack of registration in the SAM database will make an offeror/quoter ineligible for award. Please ensure compliance with this regulation when submitting your proposal.
