THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 541511, Custom Computer Programming Services, and the small business size standard is $27.5M. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Description of Services VA Palo Alto Health Care System (VAPAHCS) PERC is seeking services to program, design, and facilitate implementation of National Dashboards and clinical decision support to support quality improvement initiatives for mental or behavioral health treatment. The intention of this project will be: National Dashboard Contract 1.0Project scope / Background: PERC is seeking services to program, design, and facilitate implementation of National Dashboards and clinical decision support to support quality improvement initiatives for mental or behavioral health treatment. 2.0Required Experience/Qualifications 2.1Extensive experience and expertise with programming, design, and development of data extraction and write back in VA systems, which includes all of the following: 2.1.1Interface with Medora Web Services 2.1.2VA Corporate Data Warehouse (CDW) 2.1.3VistA 2.1.4Use of Java batch programs to conduct daily extraction services 2.1.5Create java based web pages 2.2Key personnel shall have at least 7 years' work experience in deploying clinical decision support within VA architecture including but not limited to patient data extraction, clinical reasoning and graphical user interface design. 2.3Key personnel shall have knowledge of performance monitoring systems to support deployment of clinical decision support. 2.4Key personnel shall have expertise in JAVA, SQL (Structured Query Language), VA corporate data warehouse architecture, SSIS (SQL Server Integration Services) and SSRS (SQL Server Reporting Services). 2.5Key personnel shall have experience in design and testing of clinical decision support systems for use in primary care and mental health settings. Experience in working with clinical data related to opioid and psychotropic prescriptions and safety protocols, and mental health assessments are highly desirable. 2.6Key personnel shall have experience working with sensitive protected health information specifically related to mental health and substance use conditions. 2.7Key personnel shall have excellent interpersonal skills and sensitivity to clinical decision support issues demonstrated by work experiences as a member of a collaborative team. 2.8Key personnel shall have data security, record retention, and medical record privacy policy expertise. 2.9Key personnel will be required to work on-site with staff at the VA Palo Alto Health Care System (VAPAHCS) Menlo Park campus a minimum of two work days per week. 2.10Key personnel must obtain Without Compensation (WOC) status within 45 days of contract initiation. This designation identifies that the individual is not on the VA employee payroll, but allows them access to VA data systems and other resources. 3.0Specific Tasks 3.1Establishing write back protocols from CDW to VISTA/CPRS using VA enterprise approved software and methods. These should include write back to clinical notes and health factors. 3.2Develop a monitoring system to track daily run of back end data to support national nightly updated dashboards for the VA Psychotropic Drug and Opioid Safety Initiatives as well as Dashboard performance loading times and usage nationally. The developed system should facilitate identification of failures in automated data extractions and process, identification of runtime and reads for code components, and dashboard load time and usage. The system should also log user interaction with the dashboards for key queries (e.g. clinician review of high risk patient cases). 3.3Optimization and refinement of SQL code to improve performance, sustainability and scalability of OMHO Dashboards. Optimization should focus on enabling processing of millions of records of VA data by reducing the number of logical reads as well as minimizing the need to duplicate processes within PERC projects amongst other potential strategies. 3.4Optimization of version control, backup, debugging and help desk tracking systems. Evaluate current processes in place for version control and backup and implement system updates to improve usability. Optimization should focus on improvements to help end users monitor progress of items, easily view pending tasks multiple ways such as by priority, assigned person or project and facilitate entry of new items from diverse sources such as emails or free text amongst others. 3.5Optimization of SSRS Dashboards to improve performance and usability. 3.6Update Extract Transform Load (ETL) procedures and implementation of incremental data extraction to support scaling of multiple National Dashboards. Updates should focus on maximizing performance of ETL procedures in a modular manner to facilitate troubleshooting of problems. Incremental data extraction should be established for main CDW tables containing patient data. 3.7Troubleshooting system issues (e.g., problems with data extraction, Dashboard performance). Identify and document types of system issues that arise as well implement fixes whilst assessing the impact on sustainability of the architecture. 3.8Graphical User Interface (GUI) Design and database development for a national CDW-based dashboard to display outcomes of mental health assessments entered in the Mental Health Assistant. This dashboard should allow for tracking of mental health outcomes over time in relationship to receipt of psychotropic medications and/or evidence-based psychotherapies. 3.9Optimization of system for Office of Mental Health Operations action planning and review. This system has as requirements ease of use by end users with limited computer skills; allow for data acquisition in a structured manner, use intelligent data filters in the workflow as well as the creation of a database backend and tools to capture and monitor progress of action plans. 4.0Deliverables 4.1Report detailing Vista write back progress (bi-weekly) 4.2Report detailing development of Dashboard monitoring system (bi-weekly) 4.3Report detailing progress of updates for code performance and maintenance processes (version control, backup and debugging tracking systems) (bi-weekly) 4.4Report detailing progress of performance and usability updates to SSRS Dashboards (bi-weekly) 4.5ETL (either SSIS package or Java program) optimization using incremental data loads (6 months from start of contract) 4.6Report detailing trouble shooting of systems issues and impact on architecture (weekly) 4.7Report detailing progress on development of a data extraction protocol from state database (bi-weekly) 4.8 GUI and database development for CDW Dashboard to report on outcomes of mental health assessments entered into the Mental Health Assistant (8 months from start of contract) 4.9 Report detailing progress on optimization of OMHO Action Planning and Review system (monthly) 5.0PERIOD OF PERFORMANCE: One year 6.0ESTIMATED LEVEL OF EFFORT 6.1 The anticipated level of effort for this requirement is 1200 hours. 7. REPORTING REQUIREMENTS 7.1 The Contractor shall provide the Contracting Officer's Representative (COR) and the Contracting Officer with monthly Progress Reports in electronic form in Microsoft Word and Project formats. The report shall include detailed instructions/explanations for each required data element, to ensure that data is accurate and consistent. These reports shall reflect data as of the last day of the preceding month, and will be submitted no later than 5 business days after the end of the preceding month. 7.2 The Monthly Progress Reports shall cover the amount of hours and all work completed during the reporting period and work planned for the subsequent reporting period. The report shall also identify any problems that arose and a description of how the problems were resolved. If problems have not been completely resolved, the Contractor shall provide an explanation including their plan and timeframe for resolving the issue. The Contractor shall keep in communication with the COR or designated representative accordingly so that issues that arise are transparent to both parties to prevent escalation of outstanding issues. 7.3 The vendor shall submit a monthly invoice, documenting the amount of hours completed during this reporting period. The invoice shall be submitted no later than 5 business days after the end of the preceding month. 8. CONTRACTOR'S QUALITY CONTROL PROGRAM The Contractor shall establish and maintain quality control to ensure all contract requirements are met. An original and one (1) copy of the Quality Control Plan (QCP) shall be forwarded to the COR and the Contracting Officer within two (2) weeks of contract award for approval. The COR and Task Managers will review the QCP and list any needed clarifications and return to the Contractor for response, if necessary. 9.TASK MANGER QUALITY ASSURANCE MONITORING: 9.1 Task managers Dr. Jodie Trafton or Dr. Susana Martins shall meet at least once a month to review work completed and review delivery dates. 9.2 Task managers shall review work for completion on a bi-weekly basis and provide monthly feedback to COR for tracking in contractor folder. 9.3 COR shall ensure contractor meets all delivery dates. 10. GOVERNMENT FURNISHED PROPERTY Contractor shall have desk or cubicle work area and access to VA Computer and telephone when work is conducted on-site at the VA Menlo Park campus. Contractor must provide VA compatible computer, software, and telephone if work is to be conducted virtually. 11.
