YOU CAN ACCESS THE RFP AT THE BELOW LINK. https://www.fbo.gov/index?tab=core&mode=form&id=7f42fab5108fc3b6aeedca89338191d0 This is a Request for Information (RFI) only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) 10 Market Research. This is not a solicitation/request for proposal and no contract shall result from this synopsis. The Air Force is seeking to identify sources that may be capable of providing full Contractor Logistics Support (CLS) to include: Organizational Level Maintenance and operational support plus Contractor Operated & Maintained Base Supply (COMBS) at Tyndall AFB, FL for two E-9A aircraft beginning on about the 3rd quarter Fiscal Year (FY) 17. The North American Industrial Classification System (NAICS) code is 488190, "Other Support Activities for Air Transportation", size standard $32.5 mil. Major logistics elements will include, but are not limited to providing operations and logistics support with Federal Aviation Administration (FAA) certified parts and maintenance as well as parts and maintenance for the mission systems for the two aircraft. This effort consists of three general categories of support as follows: (1) Aircraft maintenance/operational support, (2) Contractor Operated and Maintained Base Supply (COMBS), and (3) Modifications. The aircraft are DeHavilland DHC-8-102 modified to carry mission systems. The mission systems consist of an E-9A unique Telemetry Relay System, an APS-145 Sea Surveillance Radar (SSR), and a UHF Relay capability consisting of ARC-164 Radios and peripheral units. Flight operations are conducted at Tyndall AFB, FL. These aircraft are maintained using commercial manuals and FAA processes. These requirements shall be accomplished in performance-based terms. These tasks include but are not limited to reliability/maintainability, aircraft/engine heavy maintenance, configuration management, supply support, warranty, material management, maintenance data collection, drop-in maintenance/modification, engine maintenance, and support equipment maintenance. The maintenance, parts, and labor facilities must be compliant with the Federal Aviation Administration (FAA) regulations and U.S. Air Force requirements. Contractors must establish Associate Contracting Agreement (ACA) or necessary working relationships with Original Equipment Manufacturers (OEMs) in order to access necessary data to support the fleet and allow the Contractor to maintain each aircraft airframe, engines, accessories and systems so that the FAA certification is not compromised. The labor force composition must include FAA certified personnel to annotate completed work in the aircraft maintenance forms and report the aircraft's airworthiness status. The anticipated period of performance includes a twelve (12) month basic contract period which will consist of a three (3) month transition period followed by a nine (9) month basic period with a maximum of five (5), one-year options and two (2) 1-year incentive options and a provision for continuation of services extension up to six (6) months. This brings the anticipated total contract period to eight (8) years and nine (9) months. The Government is interested in all businesses to include Small Businesses, Small Disadvantaged Businesses, 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses, and Women-Owned Small Business concerns. The government requests that interested parties respond to this notice and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government is seeking industry input on questions provided below. There is no solicitation package available at this time. When expressing interest, potential offerors are requested to provide the following information: company name, company address, CAGE code, DUNs number, company size by NAIC code, Small Business Types, and POC name, title, address, telephone number, facsimile number, and e-mail address. Interested parties are encouraged to register to receive notifications through Federal Business Opportunities. All interested parties should send company and/or descriptive literature along with responses, questions and/or comments to Ms. LaLinda Harrison, LaLinda.Harrison@us.af.mil. Responses must be received no later than 9:00 AM CST on 29 September 2015. All questions and comments must be in writing (e-mail is preferred); no telephone calls will be accepted. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. 1. Market Research a. Can you serve as a small business prime? b. What business area does your company specialize in? c. We are contemplating awarding an 8 year 6 month contract with a 6 month option to extend services. i. Can you bid a Fixed Price Proposal for this period of performance? ii. The government is proposing a transition of 3 months. What are your concerns regarding the transition period? iii. Is your company able to propose under FAR Part 12? If not, please explain. iv. Would the use of FAR Part 12 affect your company's decision to participate in any resulting competition for this workload? v. If the government chooses to issue a FAR Part 15 contract would it affect your decision to participate? Please explain? d. Is your company familiar with the Government's processes of contracting, billing, engineering, etc.? i. If you had previous contracts with the Government, what types of pricing arrangement were used? e. Would your company be interested in participating in this solicitation to award? i. If so, what role are you considering; prime or sub-contractor? f. Do you have any recommendations and/or concerns with this source acquisition? 2. Requirements for Aircraft Maintenance and COMBS a. Have you done similar work for the government? If yes, how many locations and number of aircraft did you support and what are the models of aircraft and engines? b. Do you have experience maintaining metal aircraft structures? c. Does your company possess, or can you obtain, the ability to maintain the mission systems described above? d. The E-9A aircraft contains very unique electronic mission systems equipment; Telemetry Relay System and a Sea Surveillance Radar System, describe your experience(s) with maintaining electronic mission systems equipment. e. Your company will be required to provide training to Air Force Mission System Operators. Does your company currently possess the personnel to provide training to Mission Operators or can you obtain qualified personnel to conduct this requirement? If yes, please provide specifics of current or prior training your company has provided to Flight Crews or your company's plan to meet this requirement. f. Your employees that will maintain the Missions Systems would be asked occasionally to fly on the E-9A for testing and troubleshooting. Would you anticipate any issue with this requirement? If yes, please provide concerns. 3. Proposal Options a. Does your company possess a facility clearance, DD Form 254, or are you capable of obtaining one? b. Maintenance employees with direct contact to the aircraft and hangar will be required to maintain a security clearance. Would this prohibit you from bidding on this contract?
