- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Alaska Clean Seas (ACS) upon the basis of the authority provided at FAR 13.106-1(b)(1). ERDC-CRREL has a requirement to procure consumables, consultation, and instrumentation services for an oil spill mitigation research project aimed to improve the mechanical recovery of spilled crude oil in an Arctic environment. Alaska Clean Seas (ACS) has been identified as the only source capable of offering the research support capability, oil availability, and willingness to modify existing equipment that are fully compatible with ERDC-CRREL's requirements. The Contractor must meet the following requirements: 1. Significant experience in oil and gas exploration, development, production and/or pipeline transport activities in unique Arctic conditions. a. ACS has 37 years of experience in oil spill response and transport. Their vast expertise, familiarity and experience in real world oil spill situations is uniquely relevant to the program needs in terms of operational functionality and accepted applied methods in oil handling and mitigation. 2. Has an active oil spill research and development program that specializes in oil spill recovery techniques in broken ice as well as on, in, and under ice to aide deployment and use capabilities of prototype oil handling equipment. a. ACS has conducted a number of training operations to improve operations and safety in oil spill response situations. Their successful programs showcase the familiarity with recovery techniques and insight into instrumentation pitfalls. 3. Has immediately available specialized oil product, Alaska North Slope (ANS) crude oil for testing. a. ANS crude oil is required for this series of experiments because it is the most likely oil to be spilled in an oil spill response emergency in the Arctic due to its origin and obtainability. b. CRREL estimates a need of nearly 400 gallons of crude ANS. 4. Readily available specialized equipment suitable for research modification and evaluation, to include rope mops and cold weather pumping systems where testing equipment will be consumed during testing. a. Most oil recovery instrumentation can be deployed only once as it is considered contaminated equipment after use. CRREL will implement modifications to oil recovery equipment and look to obtain operator input for evaluation of feasibility in operational use. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 03:00 PM CST, 9 AUG 2016 to tom.f.nowocin@usace.army.mil and ashley.m.jenkins@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
