- Bureau of Alcohol, Tobacco, Firearms Explosives Solicitation DJA-16-AHDQ-R-0030 for Crisis Negotiation Training Contractor Bureau of Alcohol, Tobacco, Firearms Explosives Past Performance Survey for Crisis Negotiation Training Contractor Bureau of Alcohol, Tobacco, Firearms Explosives Statement of Work for Crisis Negotiation Training Contractor This is a combined synopsis/solicitation in accordance with FAR Part 12. No other solicitation will be issued; proposals are being requested via this notice. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) requires a Crisis Negotiator Training Contractor. Offerors shall review Attachment A - Statement of Work (SOW) carefully when submitting a response to this notice. The Statement of Work (SOW) for the required services is included herein as an attachment. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 611430 Professional and Management Development Training with a small business set-aside. This requirement is a set-aside and only qualified offerors may submit proposals. All responsible sources may submit a quote which, if timely received, shall be considered. The Offeror shall submit an electronically signed and dated offer, by 5:00 p.m., Eastern Standard Time (EST) on, August 31, 2016, to Contract Specialist agnes.brooks@atf.gov and Contracting Officer (CO) james.huff@atf.gov. Questions in response to this Request for Proposal (RFP) must be submitted via email to agnes.brooks@atf.gov, and james.huff@atf.gov, by 5:00 p.m., Eastern Standard Time (EST) on, August 25, 2016. Questions submitted after that date/time will not be addressed. The awardee must be registered in the Central Contractor Registration (CCR) database to receive payment (FAR 52.204-7). If not already registered, register for CCR on-line at http://www.ccr.gov.
