- Next Generation PIV System 2.0 RFI Questions and Answers August 4, 2015 Q1. In the solicitation for the Next Generation PIV System, VA has asked for industry to provide responses based on two scenarios: the implementation of a Managed Services Offering or a VA Premise Based Solution implementation. a. Is VA looking for each respondent to provide a consolidated technical response and quote for both scenarios? b. Would a respondent be compliant if they only provided a response to one of the scenarios? c. If required to respond to both scenarios, would the VA please consider providing at least a two week extension for this requirement since it may be difficult to provide approved ROM pricing within a short period of time? A1a. Each respondent may respond to one or both of the scenarios. A1b. A respondent would be compliant if they only provided a response to one of the scenarios. A1c. Each respondent is not required to respond to both scenarios. Q2. For the Managed Service scenario, and to ensure that all factors are considered in the ROM, will VA provide the facilities for the Enrollment and Activation sites? a. Will VA staff perform the Enrollment and Activation activities at these sites? b. Is it VA's expectation that the Managed Service ROM created by the respondent will include the costs for facilities and staff? A2a. The VA currently has card issuance offices. The usage of these facilities office space would be used for the card duties in either of the scenarios. A2b. The expectation is for the hardware support and applications needed for the enrollment and issuance of compliant cards. Staffing, space, and connectivity would not be a concern of the vendor Q3. For the Managed Service scenario, will VA provide a trusted data connection to the hosted PIV system? A3. Yes Q4. For the Managed Service scenario, the RFI states that the ROM will be detailed such that the cost estimate delineates the cost per card, enrollment/issuance cost per card, and the maintenance cost per card. a. In this scenario, is the cost per card requirement the overall cost inclusive of enrollment, issuance, and maintenance? Or is this referring to the cost of the card stock? Please clarify. A4a. This reference is for the cost of the hardware and application support for the offered solution to function and enable VA to issue compliant cards. Q5. In the RFI, it is noted that the ROM for the MSO scenario should consider 270,000 credentials per year. In the PWS, it makes reference to an additional 5,000 sponsor. a. Are these 5,000 sponsors included in the referenced 270,000 credentials per year or would they be additive? b. In PWS Section 5.1.1 - General, subsection I - Client Systems, it is referenced that there are 204 PIV facilities and 80 mobile stations which include 221 Registrar Stations, 221, Issuance Stations, and 220 Proctor Stations. Does the 270,000 credentials per year include the licensing for these stations? A5a. VA currently has 5,000 Sponsors who initiate card issuance and reissuance for other employees. These Sponsors also have PIV cards so have been issued as part of the 270,000 cards. VA currently has over 500,000 active cards but it is inconceivable to think all could be reissued in a single year so we have split the overall numbers up over a 2 - 3 year period. A5b. The way a vendor calculates its support cost is not a VA decision. The 204 PIV offices are the locations where the 270,000 people go to get enrolled and issued/reissued their cards. The 80 mobile stations (laptops) are carried to off-the-beaten-path locations to issue smaller numbers of people (who are also part of the 270,000 per year.) The current configuration of the office space is one registrar station, one issuer station, and one proctor station. These stations are connected to fingerprint capture device, a camera or webcam, a card encoder printer, and a fingerprint comparison device. These same devices are carried and connected to the mobile stations when needed. Q6. To ensure that all elements incorporated into the ROMs, will industry be required to include the cost of the Certificate Authority with their quotes or will VA provide the connection to the CA? A6. The way a vendor calculates its support cost is not a VA decision. VA currently has agreements with two different CAs but in a managed solution the norm is for the solution provider to utilize their CA agreements. Q7. Whether companies from Outside USA can apply for this? A7. At this time, this is market research so any companies can respond. Q8. Whether we need to come over there for meetings? A8. There is no meeting requirement for an RFI. There is no meeting cost mentioned or required within the requested response. Q9. Can we perform the tasks (related to RFP) outside USA? A9. Unknown at this time. Q10. Can we submit the proposals via email? A11. At this time, this is just market research and yes you can respond via email to the RFI.
