- SUBJECT: Environmental Control System for MTS Servo-hydraulic Load Frame SOLICITATION NUMBER: NB643100-16-04529 CONTACT POINTS: Erik Frycklund, Contract Specialist CONTACT INFO: erik.frycklund@nist.gov DESCRIPTION: The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with MTS Systems of Eden Prairie, MN for the environmental control system upgrade to a NIST owned Servo-hydraulic Load Frame. Sole Source is determined based on the following: In support of the NIST mission, The Security Technologies Group(STG) in the Materials Measurement Laboratory utilizes a Servo-hydraulic compression (MTS Model 370.10) instrument to test polymer, fiber, composites, foams, and elastomers. The instrument is controlled using MTS Flextest controller and MTS TestSuite software. The instrument is located on the NIST Gaithersburg Campus. Materials are tested in quasi-static and fatigue loading to measure mechanical and fracture properties. The current machine does not have an environmental control system to facilitate testing of materials at different temperatures. The STG requires a temperature control system that integrates with the current MTS machine and control system. Only one source is considered reasonably available for this environmental system manufactured by MTS Systems Corporation for the following reasons - only one responsible vendor is authorized to work on MTS equipment without voiding any applicable warranties and/or service agreements, can integrate the control with the current load frame control, and has a product that is compatible with the MTS Model 370.10 on site. A search of the market for environmental chambers did not find competitors whose products are compatible with the MTS servo-hydraulic load frame at NIST. The rationale that MTS is identified as the only responsible vendor is as follows: 1. The MTS oven seamlessly integrates with the MTS control software and hardware (Testsuite and Flextest) to control the temperature and set temperature limits within the software. Introducing a 3rd party temperature control system into the existing equipment would void the factory warranty and calibration certificates. 2) MTS environmental chamber interfaces the software with a cooling water control valve that prevents the oven from heating if water is not flowing to protect temperature sensitive equipment and thus keeping the NIST personnel using this equipment safe. No other environmental chambers that are commercially available possess this ability to interface with a MTS water control valve. 3) The Testsuite software and Flextest controller are proprietary software. Neither of these required features are available from other manufacturers. Introducing and testing new software for compatibility with the existing NIST owned equipment would introduce unacceptable delays and performance risk to the scientific mission at hand. MTS Systems is the only vendor capable of providing and installing the environmental control system to the NIST owned Servo-hydraulic tension/compression instrument. The North American Industry Classification System (NAICS) code for this acquisition is 334516- analytical laboratory instrument manufacturing with a size standard of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by the stated closing date of this notice will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
