RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVALIABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT NOTICE IS STRICTLY VOLUNTARY. The Naval Surface Warfare Center, Port Hueneme Division (PHD NSWC) Port Hueneme, CA is soliciting information in support of the procurement, fabrication, assembly, final acceptance and delivery of Vertical Launching System (VLS) MK 170 Sill Assembly Adapter part number 6658779-19. The MK 170 Sill Assembly, as part of the Gas Management System, provides a sealing surface for the MK 21 MOD 0/2/3 canisters and also directs missile exhaust gases during a launch. The purpose of this notice is to solicit vendor information that fully defines existing equipment technology features, capabilities, and performance. The primary North American Industry Classification System (NAICS) code for this procurement is 339991 with a Size Standard of 500 employees. The anticipated performance period will span five (5) years and include a 12-month base period and four 12-month option periods. The anticipated contract type is a Firm Fixed Price (FFP). If solicited, it will be a "Lowest Price Technically Acceptable" source selection based on Technical Capability, Past Performance and Price. It is requested that all prospective firms are submit a capability statement that does not exceed five (5) pages in length describing the firm's recent relevant business experience and their approach in meeting the requirements stated above. To ensure proper receipt, title submissions "MK 170 Sill Assembly Adapter" in the subject field. Responses should also include: (a) Proof of capability to properly bond ablative to steel in accordance with WS20174; (b) Proof of using a qualified source for Seal Assembly, P/N 6692957-9; (c) Proof of using a qualified source for ablative material that complies with the requirements of product specification WS20165; (d) Proof of capability to conduct porta-shear test per WS19165; (e) Proof of capability to weld in accordance with WS19143; (f) Proof of capability to properly apply epoxy-polyamide paint in accordance with WS19201; (g) Proof of capability to properly measure all dimensions on TDP for First Article Inspection (FAI); (h) DUNS number; (i) Organization Name; (j) Organization Address; (k) Point of Contact (including name, title, addresses, telephone number, fax number and Email address); (l) Business size; and (m) Socio-economic status (IF SDVOSB or VOSB - provide SDVOSB or VOSB CVE verification) Capability Statements shall be submitted via email to Cynthia Uribe: cynthia.uribe@navy.mil. All data received in response to this request for information that is marked or designated as corporate or proprietary information will be fully protected from release outside of the Government.
