- BACKGROUND: The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS) National Wildlife Research Center (NWRC) Library currently uses several different services/databases to facilitate collection management, library cataloging, interlibrary loan, digital image management, and user access to collections. The library seeks to consolidate these services into one contract. The NWRC Library seeks a yearlong contract with the ability to renew yearly for up to five years. Additionally, the NWRC Library will need migration services to migrate content from the current integrated library system (ILS) to the new ILS. Details are further below. There is no solicitation at this time. This sources-sought synopsis is a means of conducting market research to identify parties having an interest in and the resources to provide these services. The result of this market research will contribute to determining the method of procurement. The APHIS Procurement Branch seeks input from small business firms, particularly those in the 8(a) program, HUBZone, Service-Disabled Veteran-Owned, and Woman-Owned Small Businesses. The Government will not award a contract based on this Sources-Sought Notice, the information received, nor reimburse participants for the information they provide. We seek only to identify interested and capable small-business contractors and receiving industry feedback to improve the acquisition process as part of the market research. The applicable NAICS code assigned to this procurement is 519120, with a small business size standard of $15 million. REQUIREMENT: Part A: Library Catalog and Services 1) ILS to manage the NWRC Library collection. a. Must have a web based interface. b. Manage the NWRC Library's approx. 20,000 bibliographic records. c. Online Public Access Catalog. d. Federated search interface with the capability to search all databases and access points at one time by integrating API's of other web based resources. e. Redundant back-ups to protect data. 2) Web-based digital image database to manage the WS Digital Image Collection. - Ability to store on external server and house 15-20,000 digital images 3) Interlibrary Loan and Delivery service. 4) Circulation and Delivery interface. 5) Serials check-in and subscription management. 6) Provide technical support and IT support as needed. Part B: Migration from current ILS to new ILS 1) Migration of data and corresponding electronic files from current provider to new ILS. 2) Assist with data cleanup and export of data. - Give best practices and how to export data for best import into new ILS. 3) Staff training and communication on new ILS. 4) Configure and assist with integration of all library services and databases. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. If your organization has the capacity to perform these contract services, please provide the following information: 1) Organization name, point of contact, address, email address, Web site address, telephone number, DUNS number, and size and type of ownership of the organization; and 2) A tailored capability statement addressing the particulars of this effort. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Responses are due no later than 12 p.m., Central Standard Time, on August 19, 2016, and must be emailed to Jim Roloff at james.g.roloff@aphis.usda.gov. Based on the responses to this sources-sought notice/market research, this requirement may be set-aside for small businesses, or procured through full and open competition. No feedback or evaluations will be provided to companies regarding their submissions.
