- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a firm fixed price contract for the manufacture and delivery of 65 atomic emission rotrode Spectrometers part number SPECTROIL M/N-W. In addition to the unit, logistics support documents (technical manual and provisioning data), initial consumables and Maintenance kits/parts will be acquired, on a sole source basis with Spectro Scientific, Inc. (Spectro), One Executive Drive, Suite 101, Chelmsford, MA 01824. An atomic emission rotrode Spectrometer is used for the detection of metal particulate contamination of oil samples from Navy and Marine Corps aircraft, support equipment and shipboard systems and is an essential capability of the Navy Oil Analysis Program (NOAP) Labs, approved as part of the Joint Oil Analysis Program (JOAP). The existing Spectro manufactured spectrometers, acquired over the past two decades, have multiple configurations and are experiencing parts obsolescence due to outdated technology that is no longer in production. The Spectrometers acquired under this acquisition will replace all existing units with a single configuration at shore and ship sites designated by the NOAP program office. NAWCADLKE intends to award this contract under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
