- Description
- The Department of Transportation, U.S. Maritime Administration's Division of Atlantic Operations intends to solicit quotations for a shipyard to perform a regulatory dry docking on the TS KENNEDY using Simplified Acquisition Procedures pursuant to FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. The TS KENNEDY is the training ship of the Massachusetts Maritime Academy. It is an 15,500 HP diesel ship with an overall length of 537 ft, a beam of 76 ft, maximum operating draft of 28 ft - 6 inch and gross tonnage of 13,886 LT. All work performed by the Contractor shall serve to accomplish the requirements of 46 CFR Part 61 and ABS Rules 7-3-2/5. In addition, numerous other items shall be performed to include, but not be limited to, the following: dry dock ship; exam tail shaft; open and inspect line shaft bearings; check rudder pintle and bearing clearances; rudder test; inspect sea chests and sea valves; blasting and coating of hull; ultrasonic thickness gauging; propeller cleaning and inspection; examine and test fuel tanks, saltwater ballast tanks, feed water tanks, potable water tanks, voids and cofferdams, diesel oil tanks, and AMR sludge tanks; and bilge coatings. Performance/Availability Period : The ship will be available to be moved to the contractor's facility for dry-docking on or about 1 March 2017 and be complete and ready to sail back to the home port of Buzzards Bay, MA no later than 15 May 2017 (75days). The ship shall be available for work performance on or about 20 September 2016 with a completion date no later than 1 August 2017 To provide the contractor with flexibility for scheduling work that can be conducted while the ship is at her home port the availability is as follows: • 20 September 2016 to 15 December 2016 the Ship will be at Buzzards Bay and can support contractors work. • 16 December 2016 to 28 February 2017 the ship will be unavailable while conducting her primary mission • 1 March 2017 the ship will be available to transit to the Shipyard facility for Dry-Docking. • The ship must return to home port, Buzzards Bay, MA, by not later than 15 May 2017. • Contract completion will be 1 August 2017 The complete Request for Quotation is expected to be available on this website on or about 12 August 2016. ATTENTION: Small and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
