THIS IS A SOURCES SOUGHT NOTICE. (A Sources Sought is defined as not an actual bid or proposal solicitation; instead, it's a solicitation of interest. Think of a Sources Sought as market research being conducted by a government agency to determine what the capabilities and interests of the marketplace are).This is not a request for proposals. A solicitation will not be issued at this time. The Department of Veterans Affairs, Albuquerque New Mexico VA Health Care System; has a requirement for the following items: Evacusled Inc., Evacuchair, Power Evacuchair, Evacusled Sled2Go, and Evacusled Sled2Go Storage Pouch. The intent of the procurement is to award a firm-fixed price contract. Unique Features: See the Statement of Work for Characteristic ALBUQUERQUE NEW MEXICO VA HEALTH CARE SYSTEM: 1501 San Pedro SE, Albuquerque, NM 87108-5138 The applicable NAICS code is 339112 Surgical and Medical Instrument Manufacturing. Small Business manufacturers for this NAICS code have a size standard of 1,000 employees. The resulting contract will be a firm fixed price order. The term of the contract is intended to be 30 calendar days ARO, with no options included. It is anticipated that a Request for Quotes will be issued in August, 2016. Award of a firm fixed price contract is contemplated by September, 2016. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Businesses (SB), or Large Business capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability of performance of residential renovation projects (including references); (3) intentions of subcontracting program to include set-asides; (4) proof of registration in the VA Vet Biz or SBA websites or intention of registration prior to submission of offers to a solicitation; (5) documentation on company's bonding capacity and limitations; and (6) any other pertinent company documentation. Evacusled Inc., Evacuchair, Power Evacuchair, Evacusled Sled2Go, Evacusled Sled2Go Storage Pouch 2. Background. We are requesting the purchase of 2 powered evacuation chairs, 1 non-powered evacuation chair, 3 sled2go, and 3 sled2go pouches. This equipment is vital in the event of an emergency evacuation. Powered evacuation chairs are needed to safely evacuate wheelchair bound patients up the stairs, especially from basement areas without direct egress access. Non-powered evacuation chairs are necessary to evacuate wheelchair bound patients down the stairs. Many of our outpatient units are located on the 2nd and 6th floors. Wheelchair bound patients in these areas will need the assistance of an evacuation chair to safely exit the building in the event of an emergency. Sled2go are used to evacuate bed bound patients with one rescuer. Salient characteristics include small wheels on the bottom surface that allow one person to roll the patient safely to the stairwell and down the stairs. 3. Scope: Evacusled Inc. Products are currently housed throughout the facility for widespread use in the event of an emergency. Standardization of emergency preparedness products in the facility is needed to ensure that staff members are able to use the equipment safely. Standardization in the facility improves safety and saves money by requiring fewer training sessions and competencies. Market research of multiple vendors was conducted. Salient characteristics of Evaculsed Sled2Go are: - Built in thin mattress for high patient comfort -has 4 spinal boards built in for extra patient comfort -has 20 underside wheels allowing the device to roll versus drag -only needs 1 rescuer at foot end for vertical evacuation -has full length built in spinal board -multiple deployments -requires no belay technique -acts as a true surge bed In addition, the device is covered by US Patent # 8,122,543; 8,316,487; 8,615,829; 8,713,731 which precludes competition. Functional/Performance Statement of Work: "Evacuation chair must be capable of evacuating a 500 pound person upstairs without manual lifting. "Tracks must ease the evacuation up and down stairs. "Wheels must allow the chair to roll with the patient upright. "Chair surface must be at a normal sitting height to allow patient self-transfer to and from other chairs. "Chair must come with instructions on the chair. "Battery must come with charger and be able to charge while installed. A battery indicator is desired. "15-year warranty version (white) for evacuation is preferred. "Braking system must be able to stop descent electronically. "Motor controls must be usable while controlling chair motion. "Handles in back and front must be adjustable for usable position ascending stairs under power. "Back wheels must be at least 6 inches tall to allow use on rough parking lot. "Chair must come with foot rest and safety belts to secure evacuee. "Cover and bracket must be intended for use with this chair.
