Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD- 16-135 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-78. The North American Industry Classification (NAICS) Code is 541380 and the business size standard is $15.00. The National Institutes of Health (NIH), National Institute of Digestive, Diabetes & Kidney Diseases (NIDDK) intends to award a purchase order to Joslin Diabetes Center & Joslin Clinic, One Joslin Place, Boston, MA 02215. This is pursuant to 41 U.S.C. 253(c)(1)-Only one responsible source and no other supplies or services will satisfy agency requirements. The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) Phoenix Epidemiology and Clinical Research Branch (PECRB) reported recently that serum tumor necrosis factor receptors 1 and 2 (TNFR1 and TNFR2) are strongly associated with the progression of diabetic kidney disease in type 2 diabetes. The PECRB then reported a strong relationship between serum TNFR1 and TNFR2 concentrations and the structural lesions of diabetic kidney disease. Most recently, Investigators at the Joslin Clinic observed that 14 other ligands and receptors of the TNF superfamily were strongly associated with a high risk of kidney failure in 110 patients with type 1 diabetes during 7-15 years of follow-up. The PECRB wishes to determine which of these candidate proteins are risk factors and which are just correlates or markers of disease progression in type 2 diabetes. To do so, the PECRB needs to measure the candidate proteins in a larger sample of persons with type 2 diabetes in whom kidney disease is well characterized. The purpose of this requirement is for the Phoenix Epidemiology and Clinical Research Branch (PECRB) of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) to procure services allowing them to measure 560 candidate proteins in plasma obtained from 160 Pima Indians with type 2 diabetes on a custom-made SomaScan platform located at the Joslin Clinic. The results of these measurements will be used to identify the underlying mechanisms by which the TNF superfamily is influencing the progression of diabetic kidney disease and whether these mechanisms differ in type 1 and type 2 diabetes. The Pima Indians are ideal for this purpose because of the extensive characterization of kidney disease in this cohort over the past 30 years and the absence of other health conditions that could interfere with this assessment. Candidate proteins in the type 1 diabetes cohort from the Joslin Clinic were measured on a SomaScan platform and for comparison purposes, the samples from the type 2 diabetes cohort need to be measured on the same instrument. Offers will also be evaluated on best value in relation to price.
