Description
COMBINED SYNOPSIS SOLICITATION i.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The government anticipates a single (all or none), firm?fixed?price award. A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier's quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer. ii.VA101V-16-Q-0363 the Combined Synopsis Solicitation is issued as a request for quotation (RFQ). iii.The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-89. iv.The combined synopsis/solicitation is set aside for Service Disabled Veteran Own Small Business concerns only. Only quotes submitted by Service Disabled Veteran Own Small Business will be accepted by the Government. Any quote that is submitted by a contractor that is not a Service Disabled Veteran Own Small Business will not be considered for award. Note that only VA verified SDVOSBs in the VIP database at the time of contract award will be considered for award and non-VIP verified firms will be considered non-responsive and ineligible for award. The applicable NAIC Code for this solicitation is 333316 Photographic and Photocopying Equipment Manufacturing, and the Small Business Size limitation is 1,000 Employees. v.The contractor shall provide two (2) Konica Minolta bizhub KMC554e or equal copiers and provide initial operator training and network set up per the attached Statement of Work. CLIN 0001: Furnish and Install Konica Minolta bizhub KMC554e or equal copiers and provide initial operator training and network set up per the attached Statement of Work. Unit Price___________ ;Quantity: 2; Unit of Issue: EA; Extended Price ____________ vi.Description of Requirement The contractor shall provide all labor, transportation, and supplies required to delivery, setup and install two (2) Konica Minolta bizhub KMC554e or equal copiers and provide initial operator training and network set up. vii.Period of Performance: Within 45 Days After Receipt of Order FOB Destination Point: 1800 G Street NW, Suite 830, Washington, DC 20006. viii.FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this solicitation. Offers will be evaluated as follows: 1.Criteria: The Government will evaluate offers submitted in response to this solicitation based on a consideration of Price. 2.Price: Price will be evaluated to determine if it is fair and reasonable. 3.Brand Name or Equal: Contractor shall provide a list of all proposed equipment with description, model numbers, quantities, unit and extended price. The salient physical, functional, or performance characteristics that "equal" products must meet are specified within the Statement of Work. To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must meet the salient physical, functional, or performance characteristic specified in this RFQ. Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the Statement of Work. Contractor must be an authorized dealer of the quoted manufacturer. Only quotes from a contractor that is an authorized dealer of the quoted manufacturer will be eligible for award. At the request of the Government, the Contractor shall demonstrate to the satisfaction of the Government that the Contractor is an authorized dealer of the quoted manufacturer. 4.Basis for Award: The Government shall make award to that quote that is found to be the lowest priced based upon the stated considerations above. x.FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. The offeror must have completed the annual representations and certifications electronically via the SAM website access through http://www.acquisition.gov. Accordingly, any contract resulting from this solicitation will include this clause. The contractor is advised in performing contract administration functions, the CO may use the services of a support contractor(s) retained by VA to assist in assessing the contractor's compliance with the limitations on subcontracting or percentage of work performance requirements specified in the clause. To that end, the support contractor(s) may require access to contractor's offices where the contractor's business records or other proprietary data are retained and to review such business records regarding the contractor's compliance with this requirement.
