PRE-SOLICIATION NOTICE: THIS NOTICE IS NOT A REQUEST FOR PROPOSAL The Department of Veterans Affairs, West Palm Beach VA Medical Center intends to release Solicitation VA248-16-Q-1407 for services to be performed at the Orlando VA Medical Center located at 13800 Veteran Way, Orlando, FL 32827. This solicitation requires services for Preventative Maintenance to Reverse Osmosis and Water Softening Units (non-dialysis). This includes providing all management, supervision, personnel, services, materials, supplies, facilities, transportation, general and specialized equipment necessary to provide preventative maintenance services. These services will be performed at the Orlando VA Medical Center, Lake Nona Campus, Clinic, Domiciliary, Community Living Center and Lake Baldwin Hospital Maintenance Deck. The forthcoming solicitation is anticipated to result in the award of a firm fixed-price contract to include one base year and four, one-year option periods. Offerors are required to follow all applicable sections of the NFPA Code. This includes, but is not limited to NFPA 70, 2014 edition, NFPA 72, 2013 edition and NFPA 101, 2012 edition. This acquisition shall be, Service Disabled Veteran Owned Business set-aside under the North American Industry Classification System (NAICS) code 811219. The size standard is $20.5 million. This information is for classification purposes in the representation and certification portion of the Request for Proposal (RFP). This notice is not a Request for Proposal. The anticipated date for release of solicitation is on or before August 9, 2016 with estimated offer due date of 08/23/2016 at 5:00 pm EST. Solicitation will be electronically issued in commercial item format in accordance with FAR Part 12 and 13 and will be posted on FedBizOps. All questions FOLLOWING issuance of solicitation will be submitted via email, no later than August 17, 2016 at 12 Noon EST to Susan.Griffin2@va.gov. referencing solicitation number VA248-16-Q-1407. in the subject line (no telephone requests will be responded to). Answers to questions will be provided via solicitation amendment. It is anticipated that the resulting contract will be awarded to the offeror representing the best value, based on technical capability and price. All prospective offerors are responsible to visit the FedBizOps website at: www.fedbizopps.gov frequently to obtain any amendments or other information pertaining to this solicitation. Contractors must be registered in the System for Award Management (SAM) in order to receive a contract award. Contractors may access SAM at https://www.sam.gov. All Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) shall be verified in VetBiz www.vip.vetbiz.gov. Offers from unverified SDVOSBs are considered deficient and will not be evaluated.
