- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD- 16-139 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-78. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1,000. The National Institutes of Health (NIH), National Institute of Digestive, Diabetes & Kidney Diseases (NIDDK) intends to award a purchase order to Molecular Devices, 1311 Orleans Drive, Sunnyvale, CA 94089. This is pursuant to 41 U.S.C. 253(c)(1)-Only one responsible source and no other supplies or services will satisfy agency requirements. The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), Liver Diseases Branch (LDB) has a requirement to obtain a plate reader with fluorescent and imaging capabilities. In addition, the LDB would like this instrument to be able to perform screens on AlphaLISA assays. The LDB currently performs ELISA assays on a variety of clinical serum samples using commercial and self-made plates. With the evolution of technologies in the marketplace, the typical ELISA is being replaced with the newer AlphaLISA technology. The AlphaLISA assay has the following advantages over ELISA: linear dynamic range, lower sample volume requirement for equilavent performance, shorter total assay duration, and no need for special plates. Since the LDB would still be performing ELISA's and luciferase assays, the requested system requires 2x injectors for adding the luminol reagent for backwards compatibility for these assay types. In addition, the LDB requires an instrument that can perform imaging of fluorescence of cells grown in 96- and 384-well plates. The LDB intends to procures the Molecular Devices i3x SpectraMax system with optional attachments to suit its needs. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certification-Commercial Items, with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Offers must also be accompanied by descriptive literature, delivery timeframe, warranties, and/or other information that demonstrates that the offer meets all of the foregoing requirements. Quotations will be due ten (10) calendar days from the publication date of this synopsis or by August 14, 2016 by 10:00am EST. via email.
