- NOTICE OF PROPOSED CONTRACT ACTION (NOPCA)/SOURCES SOUGHT. The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division's Contracting Office (AFLCMC/HNCK), Joint Base San Antonio (JBSA)-Lackland intends to award on a sole source basis a Fixed Price contract for the evaluation, repair and upgrade of the following Cryptographic COMSEC equipment: 15 each, Evaluation of KSV-5/A/B, NSNs 5895-01-597-5783CA, 5895-01-625-6971CA, 5895-01-621-4960CA, P/Ns: 762-007631-5/-4/-6 10 each, Repair of KSV-5/A/B, NSNs 5895-01-597-5783CA, 5895-01-625-6971CA, 5895-01-621-4960CA, P/Ns: 762-007631-5/-4/-6 10 each, Upgrade of KSV-5/A, NSNs 5895-01-597-5783CA, 5895-01-625-6971CA, P/Ns: 762-007631-5/-4 Detailed technical data and drawings for the evaluation, repair and upgrade of these COMSEC items are not available from the Government. The current source of repair for these items is L-3 Communications Telemetry-West Corp., CAGE: 9U244. Required Delivery: 60 days after receipt of assets. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, only one (1) responsible source. The Government intends to make an award by Sep 2016. No technical data/drawings/Technical Orders are available. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contract Specialist within seven (7) days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.
