- The Department of the Interior, Bureau of Reclamation, Mid-Pacific Region has a requirement for: Two (2) each, 6" Inline Strainers with automatic backwashing controls to be delivered to 7794, Folsom Dam Road, Folsom, California 95630. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; request for quotes (RFQs) are being requested and a written solicitation will not be issued. (ii) The solicitation number is Request for Quote No. (RFQ) R16PS01469. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. (iv) This requirement is set aside for small business concerns. The NAICS code for this procurement is 221310. (v) The contract line items (CLINS) are listed as follows: ITEM NO. SUPPLIES/SERVICES EST. 0001 Vendor/Manufacturer to provide two (2) Self Cleaning 6" diameter Inline Strainers and two (2) associated Control Panels and features in accordance with specification below. 2 EA (vi) Provide two (2) S.P. Kinney 6" Model "AP" Automatic and Motorized Self Cleaning Strainers and Controls or equivalent with the following salient characteristics: • Accommodate supply/inlet pressures of 10psi. Site/source pressure is limited and constant at 10psi. • Unit Design/Operating Pressure of 100psi • Unit must be capable of backwashing while maintaining continuous flow and removal of suspended particles. Backwash operation will be from a separate water source and minimize impacts to flow - less than 5%. • Adjustable backwash timer and differential pressure switch feature which can override the backwash timer wash cycle. • Cast Iron construction • Rotating Drum and Shearing Action capability to shear debris such as wood, fish and similar debris. (Motor Operated: 3 phase, 60HZ, Totally Enclosed Fan Cooled) • Capability to inspect, remove and replace a variety of straining media as conditions may warrant (stainless steel mesh) • Inspection window into body of strainer • Water particle size and distribution report is not available. Unit is have the capability to filter 500 GPM of raw lake water continuously containing suspended solids at a rate of up to 225 parts per million with a pressure drop no greater than 1.5 psi. Provide 40 micron filter sized media. • Flanged connections for 6" diameter inlet and outlet. • Automatic backwashing control system (2 each) - Ball Valve complete with electric operator for installation in the backwash inlet piping. - Ball valve complete with electric operator for installation in the backwash outlet manifold. - Two (2) Pressure Gauges - NEMA 4 Classified Control Station Control Panel. (Size, Approximately: 24"H x 16" W x 9"D - wall mountable) and includes the following Square D components or equivalent (120VAC, 1 Phase, 60HZ):  Three (3) Indicating Lights  Two (2) Position selector switch marked "Open-Close"  Three (3) Position selector switch marked "Manual-Off-Auto"  Repeat cycle timer, which has an adjustable timing range such as 0.1second - 24 hours  One Non-reversing motor starter with "Start-Stop" push button  One 500 VA, 400-230 VAC Control transformer  One Fused disconnect switch  One 12 Pt. terminal block •Certified Drawings; Detailed Installation Instructions; Operation and Maintenance Manuals - One hard copy and one electronic copy (PDF). Each manual contains dimensional drawings, spare parts lists, installation instructions, operation and maintenance procedures and lubrication data. (vii) Date(s) and place(s) of delivery and acceptance and FOB point. Delivery shall be made within 120 days after receipt of order (ARO), with an FOB Destination price to: 7794, Folsom Dam Road, Folsom California 95630. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and a statement regarding any addenda to the provision. (ix) The provision at 52.212-2, Evaluation-Commercial Items - See Below: (a) The Government will award a contract resulting from this solicitation to the lowest price that conforms to the requirements of the solicitation. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful firm within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) Quotes or Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
