- Fire Truck Lease SOURCES SOUGHT NOTICE Project Title Lease (2) ARFF Fire Fighting Trucks Lease (2) Structural Fire Fighting Pumpers (Trucks) The purpose of this Sources Sought Notice is to identify all qualified business concerns that are interested in and capable of performing the work described herein. This Sources Sought Notice is posted as a market research tool only. Fort Rucker Army Installation, Fort Rucker, AL is contemplating a firm-fixed price contract. The work will consist of leasing two (2) ARFF Fire Fighting Trucks and two (2) Structural Fire Fighting Pumpers (Trucks) as per the specifications in the below Statement of Work dated 25 July 2016. The NAICS code applicable to this requirement is 532490, with a small business standard of $32.5 Mil. If awarded, the project duration is expected to be approximately One (1) Base Year plus one (1) Option Year. Capability Statement Requested: We are requesting that all interested and qualified businesses respond to this sources sought notice with a capability statement, not to exceed fifteen (15) double sided sheets of paper. At a minimum, the capability statement shall include the following: 1. Offeror's name, address, point of contact, phone number, and e-mail address. 2. Offeror's Cage Code and DUNS number. 3. Offeror's confirmation of interest in bidding on the solicitation when it is issued. The Government will utilize this information in determining the best acquisition strategy for this acquisition. *** Please state all of the socio-economic categories in which your company belongs (ie. 8(a), Hub-zone, Service Disabled Veteran Owned Small Business, Woman Owned, etc.). STATEMENT OF WORK - 25 July 2016 FORT RUCKER FIRE DEPARTMENT LEASE (2) STRUCTURAL FIRE FIGHTING PUMPERS (TRUCKS) 1. Location of Delivery Site: Site of delivery is located at Fort Rucker, Bldg 8100, 36th Street, Fort Rucker AL 36362. 2. Scope of Work: The Contractor shall provide the Fort Rucker Fire Department with two (2) Structural Fire Fighting Pumpers (Trucks). 3. Technical Inspection (T.I.): • Technical Inspection (T.I.): The Government has the option to inspect each Pumper to assure that all requirements of the contract are being met. The Government will monitor the Contractor's performance under this contract by physical inspection, review of written reports/documentation. The Government's elected inspection in no manner relieves the Contractor of the independent responsibility to meet the contract requirements and perform work in accordance with industry standards. 4. Security Requirements: The Contractor and his employees shall be required to comply with pertinent Installation Regulations on security, which are in effect or may be put into effect during the course of performance of work/ maintenance under the contract. 5. Utilities: The Government will furnish, without cost to the Contractor all utilities deemed necessary to accomplish the needed maintenance that are conducted on Fort Rucker. 6. Contractor: The Contractor shall provide all personnel, equipment and materials necessary to perform the required services and dispose of any residue generated as a result of the work performed. 7. PRODUCTS TO BE PROVIDED: The Contractor shall furnish all equipment, materials, and personnel to provide the Fort Rucker Fire Department with two (2) Structural Fire Fighting Pumpers (Trucks). These Pumpers shall be outfitted to the original manufactures standards of operational condition, and will meet all Original Equipment Manufacturers (OEM) standards. All work and documentation must be compliant with all standard US Government Military and The National Fire Protection Association (NFPA) practices. All repairs and services, as required, will be performed on the equipment by the contractor or an Emergency Vehicle Technician (EVT) certified person/agency designated by the contractor. The contractor will provide a technically qualified representative to conduct in conjunction with a government representative, a joint Technical Inspection (TI) of each pumper to determine the maintenance requirements, to include all labor and part cost. Both will agree upon the necessary maintenance to be performed. All results must be documented on the inspection sheet and the forms will be signed by all parties. 8. Delivery: The apparatus will be delivered to the Fort Rucker Directorate of Public Safety. At time of delivery, complete operation and maintenance manuals covering the apparatus will be provided. A permanent plate will be mounted in the driver's compartment specifying the quantity and type of fluids required including engine oil, engine coolant, transmission, pump transmission lubrication, pump primer and drive axle. 9. Documentation provided at the time of delivery shall also include apparatus safety information that shall address key safety considerations for personnel to follow when they are driving, operating, and maintaining the apparatus. Safety procedures for the following shall be included: chassis operation, pump operation, and maintenance. 10. Performance Test: A road test will be conducted with the apparatus fully loaded and a continuous run of no less than ten (10) miles. During that time the apparatus will show no loss of power nor will it overheat. The transmission drive shaft or shafts and the axles will run quietly and be free of abnormal vibration or noise. The apparatus will meet NFPA 1901 requirements of at least the 2009 edition. 11. Pump Test: The pump will be tested, approved, and certified by an independent third party testing agency at the manufacturer's expense. The test results, along with the pump manufacturer's certification of hydrostatic test, the engine manufacturer's certified brake horsepower curve will be forwarded to the Fire Department. 12. Warranty: Provided the vehicle will have been placed in service within 5 days after delivery to Fort Rucker the warranty will be bumper to bumper including the, chassis, pump, body, firefighting system, electrical system for the duration of the lease agreement. 13. Seating Capacity: The seating capacity in the cab will be five (5). 14. Transmission Shifter: A five (5)-speed push button shift module shall be mounted to right of driver on console. Shift position indicator shall be indirectly lit for after dark operation. 15. Tires: will be in excellent condition with adequate tread life remaining. 16. Wheel Chocks: There shall be one (1) pair of folding, wheel chocks provided and wheel chock brackets. 17. Mirrors: A mirror shall be mounted on each side of the front cab door. 18. Air Conditioning: A high performance, air conditioning system shall be furnished inside the cab and crew cab. The air conditioning system shall be capable of cooling the average cab temperature from 100 degrees Fahrenheit to 75 degrees Fahrenheit within 30 minutes at 50 percent relative humidity. 19. Master Battery Switch: A master battery switch, to activate the battery system, will be provided inside the cab within easy reach of the driver. An indicator light will be provided on the instrument panel to notify the driver of the status of the battery system. 20. Exterior Lighting: Exterior lighting shall meet or exceed Federal Department of Transportation, Federal Motor Vehicle Safety Standards and National Fire Protection Association requirements. 21. Water Tank: Booster tank shall have a capacity of 750 gallons. Tank shall be baffled in accordance with NFPA Bulletin 1901 requirements. 22. Hose Bed: Hose bed shall accommodate at least 1000 feet of 2.50" and 400 feet of 1.75" hose. Two (2) adjustable hosebed dividers shall be furnished for separating hose. 23. Hard Suction Hose: Hard suction hose shall be required. 24. Ladders/pike poles: • Shall be capable of holding one 24', two (2) section, aluminum extension ladder on the apparatus. • Shall be capable of holding One (1) 14' aluminum, roof ladder on the apparatus. • Shall be capable of holding One (1) 10' aluminum, folding ladder on the apparatus. • Shall be capable of holding One (1) pike pole, 8' long, on the apparatus. • Shall be capable of holding one (1) pike pole, 6' long on the apparatus. 25. Pump shall be at least a 1250 gpm single stage midship mounted centrifugal type pump. Pump shall be certified to deliver the percentage of rated discharge from draft at pressure indicated below: • 100% of rated capacity at 150 psi net pump pressure. • 70% of rated capacity at 200 psi net pump pressure. • 50% of rated capacity at 250 psi net pump pressure. • The pump shall have the capacity to deliver the percentage of rated discharge from a pressurized source as indicated -135% of rated capacity at 100 psi net pump pressure from a 5 psi source. 26. Intake Relief Valve: A relief valve shall be installed on the suction side of the pump preset at 125 psig. Relief valve shall have a working range of 75 psig to 200 psig. 27. Priming pump shall be a positive displacement vane type, electrically driven, and conforming to standards outlined in NFPA pamphlet #1901. One (1) priming control shall open the priming valve and start the priming motor. Primer shall be environmentally safe and self lubricating. 28. Main Pump Inlets: A 6.00" pump manifold inlet shall be provided on each side of the vehicle. The suction inlets shall include removable die cast zinc screens that are designed to provide cathodic protection for the pump, thus reducing corrosion in the pump. The main pump inlets shall have National Standard Threads with a long handle chrome cap. 29. Deluge Riser: A 3.00" deluge riser shall be installed above the pump in such a manner that a monitor can be mounted and used effectively. 3.00" piping shall be installed securely so no movement develops when the line is charged. A 2.50" gated valve shall be installed and controlled at the pump operator's panel. The deluge outlet shall flow a minimum 1000 GPM. 30. A monitor shall be properly installed on the deluge riser. A fixed mounting base and a portable base with two (2) 2.50" inlets shall be provided. • Nozzle, Deluge: The deluge riser shall have male National Pipe Threads for mounting the monitor tips. 31. Crosslay Hose Beds: Two (2) crosslays with 1.75" outlets shall be provided. Each bed to be capable of carrying 200 feet of 1.75" double jacketed hose. The crosslay controls shall be at the pump operator's panel. 32. A foam proportioning system shall be provided that is an on demand, automatic proportioning, single point, direct injection system suitable for all types of Class A and B foam concentrates. Operation shall be based on direct measurement of water flow, and remain consistent within the specified flows and pressures. The system shall automatically balance and proportion foam solution at rates from.1 percent to 9.9 percent regardless of variations in water pressure and flow, up to the maximum rated capacity of the foam concentrate pump. The design of the system shall allow operation from draft, hydrant, or relay operation. This shall provide a versatile system to meet the demands at a fire scene. 33. All emergency light switches shall be mounted on a separate panel installed in the cab. A master warning light switch and individual switches shall be provided to allow preselection of emergency lights. All switches shall be properly identified 34. Electronic siren shall be provided. 35. Light Bar: One (1) light bar shall be mounted on the cab roof. This light bar shall include the following: Two (2) red flashing forward facing LED modules. Two (2) clear flashing forward facing LED modules. Two (2) red flashing front corner LED modules. One (1) red flashing driver side facing LED module. One (1) red flashing officer side facing LED module. One (1) switch located in the cab on the switch panel shall control this lightbar. 36. Generator: The apparatus shall be equipped with a generator. • Generator Performance: • Continuous Duty Rating: 6,000 watts • Nominal Volts: 120/240 • Amperage: 50 amps @ 120 volts, 25 amps @ 240 volts • Phase: Single • Cycles: 60 hertz • Engine Speed at Engagement: Idle • Generator Start: A switch shall be located on the cab instrument panel to engage the generator. 37. Contractor will provide two (2) days of training (one day for each shift) per location (2) to fire department personnel covering operation, inspection, firefighting systems operation and servicing to include routine operator maintenance required or authorized. Scope of Work: The Contractor shall provide the Fort Rucker Fire Department with two (2) Aircraft Rescue Fire Fighting ARFF (Trucks). 3. Technical Inspection (T.I.): • Technical Inspection (T.I.): The Government has the option to inspect each ARFF truck to assure that all requirements of the contract are being met. The Government will monitor the Contractor's performance under this contract by physical inspection, review of written reports/documentation. The Government's elected inspection in no manner relieves the Contractor of the independent responsibility to meet the contract requirements and perform work in accordance with industry standards. 4. Handline/booster reel: capable of 240 PSI with a minimum 100 foot length. 27. Secondary firefighting system: 500 lb Dry Chemical system to include expellant and hose reel with hose. 28. Trucks shall come with full tanks of 3% AFFF and Dry Chemical. 29. Trucks shall have appropriate NFPA compliant emergency lighting. 30. Trucks shall have electronic siren. 31. Contractor will provide two (2) days of training (one day for each shift) per location (2) to fire department personnel covering operation, inspection, firefighting systems operation and servicing to include routine operator maintenance required or authorized.
