Description
This NOTICE OF INTENT TO AWARD A NON COMPETITVE CONTRACT is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items and FAR Part 13.5, Simplified Procedures for Certain Commercial Items. The authority for this award is FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" to: IBM Corporation IBM Resiliency Services PO Box 700 Suffern, NY 10901-0700 The Chief Information Officer (CIO)/Operations Technology Management (OTM) /Data Center (DC) has a requirement for continued Disaster Recovery services for the Chief Information Officer's Data Center. Specifically, CIO has a requirement for Business Continuity and Recovery Services, to include equipment and software, support services, telecommunications services, and facilities to replicate OPM's existing environment, to enable OPM to perform its critical business and information processing activities. The services to be provided by IBM are categorized as IBM Resiliency Services, a portfolio of IBM service offerings to allow operations of business without interruption. The services also continue IBM's support of the OPM Data Mirroring environment, which consists of OPM owned equipment and telecommunications services hosted at an IBM facility, and which are to be connected directly to IBM equipment at the recovery site in a disaster scenario. The support will be provided annually over a three year period (12-month base plus two additional 12-month options periods. IBM is the only known vendor that will provide OPM with the exact same mainframe platforms we use, including proprietary software and processes. The North American Industry Classification System (NAICS) Code for this requirement is 541519. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIRMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to Lucy B Tascone, lucy.tascone@opm.gov within three (3) days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the System for Award Management (SAM) database prior to execution of award.
