Description
Department of Veterans Affairs Office of Administration Occupational Health, Wellness and Fitness This is a Sources Sought Notice (SSN) and not a solicitation. The purpose of this SSN is to conduct market research to determine if responsible sources exist to fulfill the requirement described below and to assist in determining if this effort can be competitive and/or set aside for small business. The Government will use this information to determine the best acquisition strategy. BACKGROUND The Department of Veterans Affairs, Office of Administration is responsible for occupational health, wellness, and fitness services sensitive to the needs of employees at the work locations covered under this Interagency Agreement. These services will improve the health status and quality of life in our employees by assisting them in reducing their health risks through assessment, education, goal setting and referrals. Additional program goals are increased morale and productivity and a reduction in health care related costs. Scope of Work: The Department of Veterans Affairs, Office of Administration is seeking contractor support to provide services in the following areas: a.Occupational Health (On-site Wellness Units) b.Employee Assistance Program c.Fitness Center 1.Occupational Health (On-site Wellness Units): This requirement includes: oEmergency treatment, oPreventive health screening examinations oTreatment and/or assessment of on-the-job illnesses and injuries, oReferral for emergency medical treatment at another facility, oEmployee health maintenance examinations, oGeneral medical services that keep employees at work, and oThe administration of allergy shots and other immunizations. 2.Employee Assistance Program This requirement includes: oShort-term counseling, oProblem solving, oReferral and follow-up services for any employee whose problem(s) may include, but are not limited to financial, legal, marital, job stress, chemical dependency, substance abuse, parenting, grief, sexuality, eating, gambling, emotional, and violence. 3.Fitness Center: This requirement includes: oProfessional, responsive and personalized services offered through a variety of fitness options, e.g., aerobic and abdominal strengthening classes, yoga, and etc. The Contractor shall provide all labor and materials necessary to provide the Occupational Health and Wellness Services. The Contractor shall also be responsible for the operation of a Fitness Center. The following is an estimate of the number of VA Central Office (VACO) employees who can receive services at the following five (5) Washington, DC locations: LocationVA Employees (1) 810 Vermont Avenue, NW, (VA Central Office) 3,078 (2) 801 I Street, NW, (TechWorld) 402 (3) 1800 G Street, NW. 1,000 (4) 425 I Street, NW 1,000 (5) 1100 1st Street, NE 1,100 The total average number of visits to the Wellness Centers is approximately 1,191 employees per month. The total average number of visits to the Fitness Center (810 Vermont Avenue, NW, DC) is approximately 1,000 per month The Contractor shall also be responsible for the operation of a Fitness Center to include complete fitness records, supplies, and oversight of all special fitness programs sponsored by VA (e.g., National Fitness Month, Race for the Cure, etc.,). The Fitness Center is located at 810 Vermont Avenue, NW, Washington, DC. Instructions: Interested firms responding to this SSN must provide a capability statement demonstrating their skills and capability to fulfill each of the requirements listed above. Respondents shall also indicate whether they can provide services for one (1), for two (2) or for all three (3) areas listed above. All respondents are requested to identify their GSA Schedule Number, if applicable, firm's size and type of business based upon the following NAICS: o621340: Occupational Health (On-site Wellness Units) o624170: Employee Assistance Program o713940: Fitness Center The capability statement shall be in sufficient enough detail, but not to exceed 5 pages. Responses must be submitted via email to Jacky Jean-Jacques at jacky.jean-jacques@va.gov by 12:00 NOON Eastern Time on August 11, 2016.
