Description
Pre-Solicitation Notice - Sources Sought for Veteran Owned Small Businesses The North Texas VA Medical Center located in Dallas, TX intends to issue a solicitation as a 100% small business set-aside for the installation of an access control system and a CCTV system as specified below. Prior to issuing this solicitation, NCO 17 is seeking veteran owned small businesses that may be able to offer a response to this solicitation. Interested vendors that are able to provide a response to the below requirements please notify the issuing Contracting Officer via email at matthew.wendel@va.gov prior to 08/09/2016. If we are able to ensure at least two responsive, interested veteran owned small businesses are available, the ensuing solicitation for this requirement will be set aside to veteran owned small businesses. Otherwise, NCO 17 will proceed with issuing this as a 100% small business set-aside. Please note - this initial pre-solicitation notice is for market research and informational purposes. Based on the results, a solicitation will be posted to FBO.Gov for this requirement. Scope: The contractor shall provide this proposal for access control, CCTV, intercom and intrusion systems installation for building 71B methadone clinic The contractor will provide, install, program, test and provide customer training on all systems to be installed under the scope of work for this proposal. Access Control System: The contractor will provide access control for two doors, Pharmacy and side hall entry into next suite. Side entry will have sounder installed for door held open conditions. Access control for door will consist of material as listed in bill of material (BOM) below. Access control installation will include magnetic lock, reader exit button and door contact for these doors. The access control doors will be connected to an existing Hirsch/Identive access control panel located in the IT room in building 71A. CCTV System: The contractor will provide a CCTV system consisting of three cameras to be installed one exterior viewing main entry, one in the waiting room area and one in the pharmacy area. There will be a new Network Video Recorder (NVR) provided with security locking enclosure installed in the IT room located in building 71A. The NVR will have the capacity of storing at least 30 days of video and connected to the existing VA network for viewing recorded video. There will be a wall mounted 22" monitor installed in the reception area for viewing live camera views. Intrusion Detection (Alarm) System: The contractor will provide an alarm system. The alarms system will consist of motion detectors, door contacts and panic buttons to be installed for the required areas. An outdoor sounder/strobe will be mounted on the outside of the building. This system will be connected to the VA police department for notification of any alarms. Intercom System: The contractor will provide an intercom system. The door station to be located on the door from the waiting area to the clinic area, Desk stations to be installed in the reception area and clinic pharmacy to allow entry from the reception to the treatment area. The intercom will allow viewing of persons at the door, allow for two way conversations and allow door to be unlocked from either desk station. Video and communication may be initiated from the door station or any of the desk stations. Security Statement: This contract is for commodities or good and does involve installation or maintenance. No VA sensitive information is involved in this contract (Personal Health Information or Personal Identified Information). No additional security statements are needed.
