- 15 annual, interchangeable licenses for access/download of images, or one group subscription equivalent. i -This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ii- Solicitation number FDA-SOL-1167244 is being issued as a RFQ. iii-. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-89 / 07-14-2016. iv- The corresponding NAICS code is 519190 and the small business size standard is $27.5 million dollars. This requirement is a small business set aside. The Government contemplates a Firm-Fixed Price Purchase Order for the following: v- Subscriptions for access and download of graphic materials for a 12 month base period and four 12-month option periods. CLIN 01- 15 annual, interchangeable licenses for access/download, or one group subscription equivalent. Functionalities of the license agreement must ensure no copyright infringement occurs as a result of downloading, altering/enhancing, or embedding into various training materials, and distribution to Federal, State, Local and Tribal agency students. The license must provide: Simultaneous access to a minimum of 15, Allow a minimum of 100 downloads per month, Technical support for personnel use, Each image download should be able to be used unlimited amount of times in DHRD projects, List the copyright permissions granted with each download, Types of photos/images include: Technology including smartphones, tablets, electronics, software, hardware and internet related, Food, farming, and people, Biology, medical and research related vii- All services are to be used by employees of the Food and Drug Administration's Office of Regulatory Affairs (ORA), Office of Resource Management (ORM), Division of Human Resource and Development (DHRD). viii- The provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. ix- The Government will award a contract resulting from this synopsis/solicitation to the responsible quoter, whose quotation, is the lowest priced technically acceptable. x- Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer or The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Website located at https://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (r) of this provision. xi- The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. There are no addenda to the clause. xii- The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
