- NUWC Division Newport intends to purchase the following: Line Item 0001: Quantity 1 Job - Services to perform MIL-S-901D shock retesting at a qualified facility, in accordance with the Statement of Work and attachments. Additional details will be included in the solicitation. Line Item 0002: Data in accordance with Exhibit "A", Contract Data Requirements List (CDRL), DD Form 1423 of the solicitation. Not Separately Priced. NOTE: In accordance with NAVSEA INSTRUCTION 9491.1C, commercial facilities used to conduct the MIL-S-901D heavyweight shock test must be qualified. NAVSEA INSTRUCTION 9491.1C provides a list of the approved commercial facilities. Using any other commercially available source for the heavyweight shock test is prohibited per NAVSEA INSTRUCTION 9491.1C This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures and is being advertised on an unrestricted basis under North American Industrial Classification System (NAICS) Code 541380, Size Standard $15,000,000.00. A firm fixed price (FFP) purchase order is anticipated. Offerors must be registered in the System for Award Management (SAM) ( https://www.sam.gov/portal/public/SAM ) to be eligible for award. Instructions for registration are available at the website. In accordance with FAR 5.201 the contracting officer need not submit the notice required by 5.201 when the contracting officer determines that the proposed contract action: (i) Is for an amount not expected to exceed the simplified acquisition threshold;(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE; and (iii) Permits the public to respond to the solicitation electronically. This solicitation, N66604-16-Q-2003, does not exceed the simplified acquisition threshold, is posted to the GPE (Federal Business Opportunities), and permits the public to respond to the solicitation electronically, via email. Therefore, the synopsis requirement has been waved. The posting date of solicitation N66604-16-Q-2003 is 4 August 2016. The closing date for receipt of proposals will be established in the RFP. The Government intends to award a single FFP contract to the eligible, responsible offeror whose offer represents the best value to the Government. All responsible sources may submit a proposal that shall be considered by the agency. This solicitation and any subsequent amendment will be posted to the FEDBIZOPPS website. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring this site for any amendments.
