- THIS IS A SOURCES SOUGHT NOTICE - REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide the Air Force Technical Applications Center (AFTAC) Production Lifecycle System. The information provided in the RFI is subject to change and is not binding on the Government. AFTAC has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. 1.0 Description 1.1 AFTAC is conducting market research on a Production Lifecycle System in support of its nuclear treaty monitoring mission. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service. Further, AFTAC is not seeking proposals and will not accept unsolicited proposals. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Responders are advised that the U.S. Government will not pay for any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested parties' expense. Not responding to this RFI does not preclude participation in any future solicitation or RFP. The following information is provided to assist Market Research of industry to identify sources of services that meet the Government's requirements. In the event of a formal solicitation announcement, it will be issued via Federal Business Opportunities (http://www.fbo.gov). It is the responsibility of respondents to monitor the website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. Responses are not limited to commercial entities for profit. Universities and Federally Funded Research and Development Centers (FFRDCs) and other interested parties possessing the technical expertise associated with Production Lifecycle Systems are encouraged to respond. 2.0 Purpose 2.1 The purpose of this RFI is to identify potential commercial off-the-shelf products, sources with the technical capability and necessary resources to provide configuration, customization and training regarding availability of a non-developing electronic content, document and project workflow management system based on an existing product to facilitate access controlled collaborative authoring, approval, publishing and dissemination of documents with auditing and versioning. 2.2 The desired system shall be interoperable with the rest of the AFTAC systems currently being used e.g. Microsoft SharePoint, OpenText Content Suite, IBM Rationale, Marklogic and Oracle databases on Microsoft Windows, Oracle Solaris and Redhat Linux. Ideally, the technologies would use open and industry standards and allow for customization of process, interoperability and presentation (by configuration or Application Programmers Interface (API)). 2.3 The Government is interested in responses for non-developmental products only. No Government development funding is available now or in the future, for any development based on existing product. Any such activity would need to be funded exclusively at private expense. Please ensure that your responses do not include any assumptions of Government development funding or activities that would be dependent on Government development funding of any kind. 3.0 Requested Information (Requirement) 3.1 Respondents shall describe how they would propose to successfully perform these services and product, assuming that all services provided by Respondent would be accomplished in accordance with all applicable U.S. laws, regulations, policies, and procedures. 3.2 Respondents shall describe how their existing technology performs the following tasks and the extent to which their technology can be networked into the existing AFTAC environment: a. Provide scheduling, tracking, and workflow for projects and documents from creation, authoring with versioning, collaboration, routing, approval, publishing and dissemination (e.g. via web, email, message, database, filesystem, or cloud). b. Provide user accessible audits, status and customizable reporting for objects and metadata. c. Provide configuration and customization to meet business rules and mission processes to interoperate, communicate, extend. expand or replace legacy systems d. Network and communications protocols proposed technology uses for internal and external data transfers and acceptable data formats. e. If the system can facilitate training, chats, user rating, bannering, presentations, etc. 3.3 Respondents shall describe how proposed technology functions in regard to the following considerations: a. Environment: Modern secure heterogeneous information technologies and networks with Windows, Solaris and Linux operating systems. Support SQL and NoSQL databases. Support for formatted text and Microsoft Office products. Support and use of industry and open standards for encodings and communications (e.g. XML, JSON, Email, FTP, HTIP). b. Security: Must be able to operate with access control and identification via login, Active Directory or PKI without any compromise to sensitive technical information or classified data. Provide access control at all logical and object levels (i.e. from containers to objects). Access control extends to the application administrator such that the application administrator can be prevented from seeing object contents but still be able to manage objects (e.g. cannot read a document but be able to undelete the document). c. Safety: All technology must be safe to operate. 4.0 Additional Requested Information 4.1 Include company information, which includes point of contact, address, type of company, size and level of facility clearance, CAGE Code, and DUNS number. 4.2 The associated North American Industry Classification System (NAICS) code is 541990 - All Other Professional, Scientific, and Technical Services. Based upon a size standard of $15M. Firms responding must state whether they are Large Business (LB) Small Business (SB), Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), Historically Black College or University or Minority Institution (HBCU/MI), an 8(a) firm, an Indian Tribe or Alaskan Native Corporation, a HUBZone firm, a Veteran-Owned Small Business (VOSB) concern, or a Service-Disabled Veteran-Owned Small Business (SDVOSB). "Small business concern" means a concern including its affiliates that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. A small business concern for the purposes of this procurement is generally defined as a business, including its affiliates, averaging no more than $15M in average annual receipts. Respondents are cautioned, however, that this is a general description only. Additional standards and conditions apply. Please refer to Federal Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards. The FAR is available at http://farsite.hill.af.mil. 4.3 If you identify your company as a Small Business or any of the SB subcategories as stipulated above, is your company interested in a prime contract for the requirement? 4.4 Under the current SB recertification regulations, do you anticipate your company remaining a small business under primary NAICS Code 541990 - All Other Professional, Scientific, and Technical Services? Are you are a SB, answer "a" and "b" below. All others skip to 4.5. a. If your company is awarded the contract, will you be able to perform at least 50% of the work? b. If not, how do you propose to meet it that goal? 4.5 Does your company have experience as a prime contractor administering Multiple Award Contracts (MACs)? 4.6 If you answered "yes" to Question 4.5 above, please provide as much of the following information as possible: a. MAC contract number(s); b. aggregate dollar value of entire MAC contract; c. aggregate dollar value of task orders you prime on each MAC; d. number of task orders you prime on MAC. e. Is the work on each MAC similar in scope to that of this requirement? 4.7 Is your company planning on business arrangements with other companies? Please list the process used in selecting the members. 4.8 Please provide details regarding proposed joint ventures, teaming arrangements, strategic alliances or other business arrangements to satisfy requirements. Respondents are encouraged to identify teams indicating each team members size based on the NAICS code of the work that the team member may be doing. 4.9 Is your company currently providing similar services to another government agency (you may also include contract numbers for government) or other non-government customers? If so, please identify the agency or non-government customer. If you are unwilling to share your customer's identity, please address whether your company offers the same or similar services commercially. 4.10 Has your company performed this type of effort or similar effort (to include size and complexity) in the past? If so, please provide contract number, Point of Contact (POC), email address, phone number and a brief description of your direct support for the effort. 4.11 What are the core competencies of your employees that would support the needs of the requirement? Also, provide the total number of individuals currently employed by your company that are capable of supporting the requirement. 4.12 Does your firm possess an approved Defense Contract Audit Agency (DCAA) accounting system? 5.0 Response 5.1 Interested parties are requested to respond to this RFI regarding the information in the Description above. All firms should submit a capabilities package that describes the firm's capabilities in providing the required services. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. 5.2 Responses shall be in Microsoft Word compatible format (no more than 20 pages all-inclusive, Times New Roman style, and 12 point font) and are due on or before 3:00 PM (local Eastern Time), 17 August 2016. No phone calls will be accepted. 5.3 Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED and completely separated. Be advised that no submissions will be returned. The Government will dispose of any submissions at the discretion of the AFTAC. 5.4 Responses to this RFI may be evaluated by Non-Government technical experts. All Non-Government support personnel have signed and are bound by the appropriate non-disclosure agreements (NDAs) and organizational conflict of interest (OCI) statements. 5.5 Prospective respondents are advised that ONLY a Government Contracting Officer is legally authorized to commit the Government. 5.6 The Government reserves the right to review late submissions but makes no guarantee to the order of or possibility for review of late submissions. The preferred method of transmittal is the email addresses. However, both email and mailing is acceptable. The respondent must choose the appropriate method based on the required security requirement associated with the RFI response and the respondent's email access. Patrick Drive Patrick AFB, FL 32925-3002 6.0 Special Considerations Air Force Federal Acquisition Regulation Supplement (AFFARS) Clause 5352.201-910 1 Ombudsman (Apr 2014) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals the source select ion process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
