Description
The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the NIST Laboratories, intends to negotiate on a sole-source basis with Bluefors of Finland under the authority of FAR Part 13.106-1(b), for Twisted Unshielded Cable Assemblies. The Quantum Measurement Division (QMD) provides the physical foundation for the International System of Units (Système International d'Unités or SI), colloquially referred to as the metric system. As part of its research into Si-based quantum dot devices, NIST purchased an LD 400 Dilution Refrigerator System from Bluefors of Finland in a competitive environment. The existing Bluefors LD 400 Dilution Refrigerator System includes two sets of cable assemblies with twisted pairs of wires, designed to integrate with the bulkhead (fixed) connectors on various plates of the system. These cables were designed to be compatible with low temperatures and high magnetic fields, and with the other specialized constraints of the measurement system. The experiments that Government conducts with the Dilution Refrigerator require very sensitive electrical measurements, with very low electrical noise. The requirement to procure custom Twisted Unshielded Cable Assemblies from Bluefors is required to allow the system to operate at an even lower electrical noise. The replacement cable assemblies must be 100 percent compatible with the existing Bluefors LD 400 Dilution Refrigerator. Only Bluefors' cable assemblies will ensure 100 percent compatibility with the existing proprietary technology and constraints of Bluefors LD 400 Dilution Refrigerator. In addition, Bluefors will not guarantee performance if use of third party cable assemblies are installed in the dilution refrigerator. The North American Industry Classification System (NAICS) code for this acquisition 334516, with a size standard of 1000 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by August 19, 2016 will be considered by the Government.
