Description
The U.S. Army Corps of Engineers, Kansas City District, intends to issue an Invitation for Bid (IFB) solicitation for the demolition and construction of a new modified parkway located at the Joint Base Lewis-McChord, Tacoma, Washington. The project involves the demolition and construction of a new modified parkway in accordance with the plans and specifications between the intersection of "I" Street and 41st Division Drive up to and including the intersection of 41st Division Drive and "E" Street or 32nd Division Drive. Work in the roadway will include and is not limited to placement and maintenance of temporary traffic controls, demolition of existing pavement and relocation and adjustment of existing utilities (underground electric, water, sanitary sewer, and storm drainage) within the roadway. Pavement operations will include and is not limited to earthwork, new hot-mix asphalt pavement, concrete sidewalks, curbs and gutters, pavement markings, and installation of new traffic signage. Work in and around the roadway will include landscape installation and establishment, and installation of Low Impact Development Storm Water Management facilities in the median. Electrical underground utilities will be adjusted, and will include new exterior street lighting connected to the underground electric. The project is located at the Joint Base Lewis- McChord, Tacoma, Washington 98433-9500 within the 9th Congressional District. This solicitation will be issued as Invitation for Bid and evaluation will be conducted in accordance with procedures outlined in FAR Part 14 with award to the responsible bidder whose bid will be most advantageous to the Government, considering only price and the price-related factors included in the solicitation. The solicitation will be available on or about August 18, 2016 via the Federal Business Opportunities (FEDBIZOPPS) website at www.fbo.gov and will result in an award of a single firm fixed price (FFP) construction contract. The estimated period of performance for completion is 270 days after the receipt of the Notice to Proceed. The government will accept bids from all bidders that qualify under NAICS Code 237310 (Highway, Street and Bridge Construction), with a small business size standard of $36.5 Million in average annual receipts. It has been determined that competition will be limited to 8(a) firms located within the geographical competitive area serviced by the U.S. Small Business Administration Region X, which includes Alaska, Idaho, Oregon and Washington and other 8(a) construction firms with a bona fide place of business within Region X, and the assigned NAICS code. All other 8(a) BD Participants are deemed ineligible to submit offers. The assigned SBA Requirement Number for this requirement is 1013/16/603923. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $1,000,000 and $5,000,000. Bid bond will be required with your proposal in the amount of 20% of the offeror proposed price or $3,000,000.00 whichever is less. Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed (NTP) can be issued. Offerors are responsible for checking both the FBO and ProjNet websites frequently for any update(s) to this Pre-Solicitation Announcement or amendments to the Solicitation. The website is occasionally inaccessible due to maintenance. The government is not responsible for any loss of internet connectivity or for an offerors inability to access the document at the referenced website. Interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror. The solicitation and associated information will be available from the FedBizOpps website at https://www.fbo.gov. This will normally be the only method of distributing amendments prior to closing; therefore, it is the Offeror's responsibility to check the website periodically for any amendments to the solicitation. VETS-100 Requirement: Per the Federal Acquisition Regulation (FAR) Part 22.1303 all offerors must complete their VETS-100 report via the Department of Labor website at https://vets100.vets.dol.gov/ to be eligible for award.
