Notice Number: NB770030-16-05289 Title: Shoe Outsole Scanner Anticipated NAICS Code: 334516 - Analytical Laboratory Instrument Manufacturing Contracting Office Address National Institute of Standards and Technology (NIST) Office of Acquisition and Agreements Management Acquisition Management Division 100 Bureau Drive, Mail Stop 1640 Gaithersburg, MD 20899-1640 This Notice is for planning purposes only and is not a Request for Proposal, Request for Quotation, or an obligation on the part of the National Institute of Standards and Technology (NIST) for conducting a follow-on acquisition. NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. The National Institute of Standards and Technology (NIST) is seeking to identify sources capable of providing a shoe outsole scanner. Background Information NIST's Information Technology Laboratory (ITL)'s research goal is to perform quantitative, statistical analysis for footwear forensic science. To do this research, ITL requires two-dimensional shoe impressions from many different shoes. A shoe outsole scanner provides the ability to do this. An individual steps onto the unit and an accurate digital image is recorded in real time with proper weight distribution. Digital image processing can then be performed as well as other computer-based quantitative analysis on the image. Footwear evidence is important because it is often the most abundant form of evidence at a crime scene. It is often available when other evidence (e.g., latent fingerprints, DNA) is non-existent. It can result in association of a particular suspect's shoe with a crime scene impression. In addition, it can be used to provide investigation leads through linking different crime scenes, determining number of offenders, tracking movement within a crime scene, and providing the description of the shoe used in a crime (shoe type, make, model, approx. size). Ultimately, significantly more cases may be solved when footwear evidence is collected and appropriately evaluated. Description of Requirement ITL requires a shoe outsole scanner to include hardware and software that performs all of the following: • Accurately record highly detailed two-dimensional footwear outsole images. • Precisely record footwear of all types. • Record exact two-dimensional details of the footwear. • Scanning surface on device should be large enough to scan a single shoe or boot. • Plugin (software) to acquire scans. • Scan immediately appears in real time on the computer screen. • Product handles the full weight of an individual as they step onto the unit, recording an accurate image with proper weight distribution. The minimum spec requirements shall include: • Dimensions -- (LWH) 380 x 400 x 175 mm • Output port - Standard USB 3.0 • Power supply -- 12 DC, 1A DC • Lighting - LED lighting with lifetime of over 20,000 hours • Image resolution -- 300 DPI • Optical system -- Image distortion: <0.2% • Acquisition area -- (LW) 370 x 150 mm • Imaging -- Moulded imaging for clear reflection of sole patterns and features of shoeprint pressure images • Software to acquire, store and display scans. Runs under Windows 7 or higher. • Comes with US standard cables and USB 3.0 to connect to a computer. The shoe outsole scanner shall be packaged in a portable aluminum case. Instructions / Required Submissions Interested parties shall describe the capabilities of their organization as it relates to the services described above. The small business size standard associated with the anticipated NAICS code for this effort is 334516 - Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000 employees. Interested parties shall include their business size classification and socio-economic status in response to this notice. The following information is required to be provided as part of the response to this sources sought notice: 1. Documentation/Description of capabilities, which clearly demonstrates the capability of providing a shoe outsole scanner; 2. Documentation of any relevant experience in providing the required sensors; 3. Name, Address, DUNS number, CAGE code, business size, and point of contact information of the company; 4. Indication of whether the services described in this notice are currently on one or more GSA Federal Supply Schedule (FSS) contract(s) or Government-wide Acquisition Contracts (GWACs) and, if so, the applicable contract number(s). 5. Any other relevant information that is not listed above, which the Government should consider in finalizing its market research. All information considered pertinent to the covered requirement shall be sent to Amber Gray, via e-mail at amber.gray@nist.gov. Information submitted shall be specific and address the aforementioned requirement. Submissions shall be received not later than 5:00 p.m. Eastern Standard Time on August 11, 2016. General Information After the results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract. If at least two small businesses are identified during this market research, then a competitive procurement that results may be conducted as a small business set-aside.
