- THIS IS A SYNOPSIS AS REQUIRED BY FAR PART 5.2 - THIS IS NOT A REQUEST FOR QUOTATION. DO NOT SUBMIT FORMAL QUOTATIONS UNTIL THE RFQ IS POSTED TO FEDERAL BUSINESS OPPORTUNITIES. THIS SYNOPSIS IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT, NOR WILL THE GOVERNMENT PAY FOR INFORMATION RESULTANT TO THIS SYNOPSIS. DESCRIPTION OF SERVICES The 52nd Medical Group at Spangdahlem Air Base, Germany, is currently anticipating a Courier Services requirement for multiple locations throughout Germany, Belgium, and the Netherlands. Proposed contract type will be firm-fixed price. The contemplated contract performance will be for one year and four-one year options. Non-Personal Services include the provision of all tools, labor, personnel, equipment, supplies, and transportation vehicles as well as other incidentals necessary to provide courier services to Spangdahlem Air Base (AB), Buechel AB, Geilenkirchen AB, Landstuhl Hospital, Ramstein Clinic, Kleine Brogel AB (Belgium) and Volkel AB (Netherlands). Solicitation No: F3W4016193A002 will be issued as a Request for Quotation (RFQ). It is advertised with a North American Industry Classification System (NAICS) code of 492110. No Set-Asides will be used and RFQ will be solicited for full and open competition. All responsible sources may submit a quotation, which shall be considered by the agency. Potential offerors must be currently registered in the System for Award Management to be eligible for award (See Internet Site: https://www.sam.gov/portal/SAM/#1 ). Payment for this acquisition will be made electronically through the Wide Area Workflow (WAWF) System. Contractors must be registered in WAWF to include German vendors, see internet site: https://wawf.eb.mil/ for registration. Information concerning this solicitation will be issued electronically and posted on or about 18 Aug 2016 at https://www.fbo.gov/. SERVICES REQUESTED CLIN 0001; GSU Courier Services Provide weekly (once a week) on Wednesday routine courier service for pick-up and delivery of items to include: administrative documentation, patient records, and medical supplies, starting from Spangdahlem AB Germany (GE) Bldg. 550 room # A2.215 Flight Medicine, at 0730 to Buechel AB (GE) (IDMT Bldg. 511), Volkel AB Netherlands (NL) (IDMT, Bldg. 833 Rm 41), and Kleine Brogel AB Belgium (BE) (IDMT Bldg. 117), and return to Spangdahlem AB Bldg. 550 no later than 1630 if needed. CLIN 0002; Landstuhl/Ramstein Dental Courier Service round trip to and from Spangdahlem to Landstuhl Hospital and/or Ramstein clinic twice (2) a week on Tuesdays, 08:00 a.m., and Fridays, 0800 a.m. Pick up material from the Medical Clinic Bldg. 550, Spangdahlem AB: Laboratory, room C1.506, Pharmacy room C1.702, Radiology room C2.701, and transport to Landstuhl Hospital and/or Ramstein Clinic. Courier Service also includes the delivery and pick up of materials, administrative documentation, medical supplies and Quality Assurance Mail items at the Blood Donor Center, Dental Clinic, Laboratory, Radiology and Pharmacy; Courier Service round trip to and from the Dental Clinic Spangdahlem to Dental Clinic Ramstein, twice (2) weekly. Tuesday 0800 hours and Friday 0800hrs. Pick up material at Clinic Dental Bldg. 137 Spangdahlem AB and transport to the Dental Clinic Ramstein AB, to include the delivery and pick up at the dental laboratory. CLIN 0003; Geilenkirchen Courier Services Provide weekly (once a week) on Thursday routine courier service for pick-up and delivery of items to include but not limited to: administrative documentation, patient records, and medical supplies, medical equipment such as medium sized file cabinets or physical therapy tables, and any other miscellaneous medical items needed. Starting point is Spangdahlem AB Bldg. 550 room # B0.417 Medical Logistics Warehouse, at 0730 to Geilenkirchen AB GE (470 ABS Bldg. 208 Rm 203, and return to Spangdahlem AB Bldg. 550 room # B0.417 Medical Logistics Warehouse no later than 1630 if needed. CLIN 0004; Pirmasens STAT Services Courier service STAT (immediate transportation of items and material which require transport under emergent conditions) unscheduled trip to and from USAMMCE (United States Army Medical Materiel Center, Europe) Pirmasens, GE with delivery to Spangdahlem AB Clinic Bldg. 550, Medical Logistics Warehouse room # B0.417. CLIN 0005; Landstuhl/Ramstein STAT Services Courier service STAT (immediate transportation of items and material which require transport under emergent conditions) unscheduled trip to and from Landstuhl Hospital and/or the Ramstein Clinics. Pick up material at Spangdahlem Clinic and transport to Landstuhl Hospital and/or Ramstein Clinics. Courier Service also includes the delivery and pick up of materials, administrative documentation and Quality Assurance Mail items at the Blood Donor Center, Laboratory, Radiology and Pharmacy. Response time shall be within one (1) hour after notification.
