- Request for Quotations for fine grading and paving four locations on the Olympic Hot Springs Road in the Elwha District, and one location on Mora Road in the Mora District, within Olympic National Park, that was damaged by flood waters during winter of 2015/ 2016. The four Elwha locations include 600 linear feet by 20 feet wide of roadway at the park boundary; 165 linear feet by 20 feet wide of roadway on each approach to a temporary Mabey bridge stream crossing immediately north of Elwha Campground; 140 linear feet by 20 feet wide of roadway adjacent to Elwha Campground and; 140 linear feet by 10' wide (one lane) of roadway approximately 100 feet south of Elwha Campground. The Mora Road repair includes repaving one lane 102 linear feet long by 10 feet wide. The contractor will use a motor grader or other heavy equipment to add or remove up to four-inches of 5/8" minus gravel on the roadways prior to paving for proper drainage and crown establishment. Contractor will be responsible for loading, hauling, placing and fine grading the roadway using 5/8" minus gravel stockpiled by Olympic National Park (ONP) at the Elwha and Mora maintenance yards. Following fine grading the contractor will place two inches of hot mix asphalt on the existing crushed rock surfaces at the Elwha sites and three-inches of hot mix asphalt at the Mora site. Accessing the solicitation form and attachments does not require registration in FedConnect. Once at the FedConnect home page, click on "Search Public Opportunities Only." Next screen, select "Reference Number" from drop-down menu and type in solicitation number as P16PS01184, and click "search." Next screen will show the solicitation title as "Paving in Elwha & Mora, Olympic National Park." Click the title to open the overview page, where on the right-side are all of the attachments including the Standard Form 1442. SITE VISIT. An organized site visit has been scheduled for Thursday, August 25, 2016 at 11am Pacific Time. Interested contractors shall meet at the Madison Falls parking area on the Olympic Hot Springs Road, just before the gate that blocks road access after that point. There is no physical address to the project sites. Take US Highway 101 West out of Port Angeles, WA, approximately 12 miles, then turn off of onto the Olympic Hot Springs Road and the gate is approximately 2 miles up the road. We will congregate at the Madison Falls parking area, and then NPS will provide access through the gate, and direct where to drive from there. Some walking along the roadway may be required as some areas of the road are currently under construction by park crews. The site visit will start on the Olympic Hot Springs Road in the Elwha District of the park, and then continue to Mora Road in the Mora District, about 60 miles away further west near Forks, WA. To get to Mora Road, turn back onto Hwy 101 heading west (a left-hand turn onto the highway) and head towards Forks, WA. Mora Road paving site is approximately 6 miles from the intersection of La Push Road and Mora Road, and 13 miles from the intersection of Hwy 101 and Hwy 110 in Forks, WA. Once we're done in the Elwha District, we will caravan to the Mora Road project site. Plan at least 4-5 hours total for the site visit. Attendance at the site visit is strongly encouraged. Refer to L.2 of Attachment 3, for full site visit details. PERIOD OF PERFORMANCE for this project is divided up into two periods, one for the Elwha paving work and one for the Mora paving work. Contractor will only have 19 calendar days (9/19/16 - 10/7/16) to perform the paving work in Elwha, and will have 103 calendar days (1/1/3/16 - 4/14/16) to perform the paving work in Mora. These two performance periods are not negotiable or flexible - they are mandatory, and contractors submitting a quote in response to this solicitation shall be able to be mobilized and start work in the Elwha the week of September 19th. NPS will make award as soon as possible upon receipt of quotes, evaluating each quote received in accordance with Sections L and M in Solicitation Attachment no. 3, as expeditiously as possible so that award is announced by September 9th. Upon receipt of the Notice of Award letter, contractor shall obtain the payment bond and certification of liability insurance, submitting those two documents along with the safety plan and traffic control plan, to the contracting officer the week of September 12th. The Contracting Officer will schedule the pre-construction meeting to occur on-site the day contractor is scheduled to mobilize and start work, since there won't be time to have the meeting beforehand, and will issue the notice-to-proceed letter the same day. OTHER INFO. All work will be performed under a single contract. In the event that competitive quotes are not received for this solicitation, an offeror may be required to submit cost and pricing data or information other than cost and pricing data. This project is being solicited and awarded as a total (100%) Small Business Set-Aside in accordance with Federal Acquisition Regulation (FAR) Subpart 19.502-2. The NAICS code is 237310, Highway, Street, Bridge Construction, with an associate small business size standard of $36.5 million. Magnitude of Construction is between $25,000 and $100,000. This magnitude is set by public law. Offerors are advised that the government's estimate falls between $25,000 and $45,000 for all Price Schedule line items in Section B.1 in Attachment no. 3. It is the responsibility of the offerors to monitor the FBO and FedConnect websites to download all amendments and attachments which may also be issued against the solicitation prior to the solicitation's closing date.
