- Summary of Solicitation Amendment A00002 Attachment "S02 Attachment 9 - Space and Equipment Requirements" is hereby replaced with "S02 Attachment 9 - Space and Equipment Requirements - Amended" in Section D - Attachments. Vendor Questions and Answers: 1.Is the contractor responsible for providing a back-up courier service during emergencies? If so, is the contractor responsible for that cost? A - Yes. Yes 2.How many days of the week will the courier service pick up lab specimens from each CBOC? A - Each day the clinic is open. 5 days/week non-holidays. 3.On page 113 of the RFP, will the Government please clarify the reason for the Administrative Assistant position that is called out in red text. A - The red text is a typographical error; it should be black text. 4.Will the VA provide all phones for the clinic? A - No, since this is a contracted clinic, Phone service and phones will be provided by the contractor. 5.What is the network speed required? A - VA (OI&T) will supply the Network. We will need Address location and suite number, prior to activation to ensure connectivity. 6.Who is responsible for procuring the NETWORK RACK for the VA Telco room? A - The Contractor. For further clarification see Attachment 9 - Space and Equipment Requirements - Amended; included with this solicitation amendment. 7.The RFP asks that walls extend from the floor to the deck (6.5.1.1). Is this the VA's intent, or can the wall extend from floor to 12 inches above the ceiling? Do the existing CBOCs meet this requirement and will they be required to comply. A - Walls constructed floor to deck is the requirement. Raising walls to 12 inches above the ceiling is not sufficient for noise control. The existing conditions at other COBC's is irrelevant to this solicitation. 8.Section 4.4.13 states, "Clinical pharmacy. These services should be provided by a CPS with appropriate knowledge, skills, and abilities (KSAs) to perform comprehensive medication management as described previously ¦ If the services are provided by the VA, the contractor shall provide ample space, support staffing, and ancillary support to allow for the provision of clinical pharmacy services." Could the Government clarify: a.Is the VA or the Contractor responsible for providing a CPS. If it is the contractor, what staffing level is required? A - See Performance Work Statement paragraph 2.1.5. b.What are the space requirements for the CPS? A - A consultation room is sufficient 9. Regarding, section 2.1.6.4 "Contractor's Licensed Clinical Social Worker" - is the Contractor required to provide a Licensed Clinical Social Worker? If so, at what staffing level? A - See Performance Work Statement paragraph 2.1.5. 10.Section 2.1.5.1.3 states, "A physician with current licensure in any state may be designated to serve as medical director to oversee and be responsible for the proper provision of covered services to enrolled patients." However, Section 2.1.6.6 "Contractor's Telehealth Services" states, "All Contractor staff who are licensed healthcare providers must be licensed in the state where the Veteran is physically receiving care (for example if the Veteran is receiving care at a CBOC in North Dakota then the Contractor's staff providing telehealth services shall be licensed in North Dakota.)" Please clarify if the North Dakota state licensure requirement of Section 2.1.6.6 is intended to apply to telehealth providers only or if it is intended to apply to in-clinic providers, such as the Medical Director. A - As stated in 2.1.6.6, this applies to telehealth providers. The following Vendor questions that were addressed in Solicitation Amendment A00001 are hereby clarified: 9. According to PACT guidelines, a 0.5 FTE LCSW is required in each CBOC. Can the contractor provide one full time LCSW and allow them to provide services to the other CBOC via tele-health. A - Per Performance Work Statement (PWS) paragraph 2.1.5, this requirement falls within "Expanded Team Staffing". Expanded Team staffing will not be required until CBOC enrollment reaches five patient panels (6,000 enrollees). 19. Section 2.1.5 states, "Other PACT members such as pharmacists, social workers, and dieticians are critical to effective and efficient PACT delivery. With the exception of social worker requirements set forth elsewhere in this document, Expanded Team staffing will not be required until CBOC enrollment reaches five patient panels (6,000 enrollees)" However, there are no social worker requirements set for elsewhere in the Solicitation. Could the Government clarify if social workers required to be provided by the contractor? If so, at what staffing level? A - Per Performance Work Statement (PWS) paragraph 2.1.5, this requirement falls within "Expanded Team Staffing". Expanded Team staffing will not be required until CBOC enrollment reaches five patient panels (6,000 enrollees).
