- Justification and Approval for Other Than Full and Open Competition for W912P8-16-P-0119 Morganza Bulldozer Repair Award is posted IAW FAR 6.305. Contract was awarded under authority as implemented by FAR 6.302-2, Unusual and Compelling Urgency. A synopsis of the award action follows: The Morganza Control Structure required the repair of two bulldozers that are involved in the repair of three major slides on the Morganza Forebay South Guide Levee. These slides occurred after the 2015 winter flood and must be repaired as soon as possible. The bulldozers are essential in the emergency repair of levees at the Morganza Control Structure that were damaged during the 2015 winter floods. Because of the extensive down time of these units, the project had to rent two additional units to continue the repair work. The requirement is for the repair of two bulldozers at an authorized Caterpillar repair facility within a reasonable distance of the work site. One unit has already been transported by the agency to a local repair facility that specializes in track repair, Puckett Machinery in Flowood, MS, because it was necessary to move the unit so levee repairs could continue and the unit could not properly be inspected onsite. The other unit will also be transported to the repair facility by the agency. In addition, the request is for the repair of the two bulldozers at an authorized Caterpillar repair facility, so the warranty will not be invalidated.
