Description

This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposal (RFP) or request for quote (RFQ) and it does not obligate the Government to award a contract. Request for a solicitation will not receive a response. The purpose of this sources sought announcement is for market research to make the appropriate acquisition decisions and to gain knowledge of potential qualified sources and their Small Business Administration (SBA) size classification in relation to North American Industry Classification System (NAICS) 621511 - Medical Laboratories. The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is seeking sources to provide serologic tests, (1) Immunodiffusion (IF) and (2) Complement Fixation (CF) for Coccidioidomycosi (Valley Fever) for the VA Central California Healthcare System (VACCHS) Pathology and Laboratory Department. The Government will mail the specimens via a courier, such as FedEx to the testing facility. The testing facility will then perform serologic tests and provide results no later than 14 days after receipt of sample. Furthermore, testing facility must be accredited by the College of American Pathologists (CAP) (Link to CAP accredited Laboratories) and shall be in compliance with the Clinical Laboratory Improvement Amendments (CLIA). It is estimated VACCHS's Pathology and Laboratory Department will require up to 300 tests for the IF methodology and up to 300 tests for CF methodology. The intended contract will be a Firm Fixed Price (FFP) contract with a period of performance of one (1) year. The place of performance is as follows: Department of Veterans Affairs VA Central California Healthcare System (VACCHS) 2615 E. Clinton Avenue Fresno, CA 93703 Website: http://www.fresno.va.gov/ All interested offerors who are capable of providing the requested laboratory service shall provide a written response to this notice and include the following: a)Company name, b)Address, c)Point of contact, d)Phone, fax, and email, e)DUNS number, f)Cage Code, g)Tax ID Number, h)Type of small business, e.g. Services Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), 8(a), HUBZone, Women Owned Small Business (WOSB), Small Disadvantaged Business, or Small Business. NOTE: If you are a SDVOSB or VOSB, please submit your certification from the Center for Verification and Evaluation (CVE) (https://www.vip.vetbiz.gov/), i)Provide a copy of your company's current Representations and Certifications from www.sam.gov, j)Must provide a capability statement that addresses the organizations qualifications and ability to perform the requested laboratory testing, k)Provide accreditation from CAP, l)Provide proof your firm is in compliance with CLIA, as such must not be in a status of suspension or revoked, m)Any other pertinent information that may assist the Government in relation to this requirement, commercial standards, industry best practices, etc and, n)Cost for each specific type of testing. Responses to this notice shall be emailed to the attention of Tue M. Tran at tue.tran@va.gov. Telephone responses will not be accepted. Responses must be received no later than August 10, 2016, 4:00 PM Pacific Daylight Time (PDT). Ensure the following title is within the subject line of the email: "VA262-16-N-1239: IMMUNODIFFUSSION AND COMPLEMENT FIXATION TESTING". After review of the responses to this sources sought synopsis, a solicitation announcement may be published to www.FBO.gov. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offeror(s) will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.
